The Intelligence Programs Group, part of Systems Planning and Analysis Inc.’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community.  We utilize mission-proven, data-driven advisory tools and capabilities.  We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense.  Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA).  Come where you will be part of our high-caliber team!

 

SPA has an immediate or near term need for an exerpienced Systems Engineer with experience in applications of Agile methodoligies for engineering and acquiring software systems.

Responsibilities

Candidate should be an experienced professional, capable of evaluating and guiding future system architectures as they evolve to commercial trends like Agile development, Cloud migration, and streamlined DevOps deployments.  Our Chief Architect team is responsible for coordinating and supporting ground requirements and architectures in the remote sensing domain; supporting enterprise orchestration and strategies for current and future systems; supporting demonstrations and exercises in support of delivered system capabilities and mission closure; generating and presenting engineering briefings; and interfacing with numerous internal and external customers. This position requires an understanding of the intelligence community and customer domain, along with a strong focus on core systems engineering processes, performed in an Agile methodolgical approach, in support of end-to-end mission and services closure. The Agile Systems Engineer is responsible for, but not limited to, the following tasks:

  • Focus on trades, capability definition, CONOPS generation, and interaction with Mission Partners.
  • Provide agile systems engineering subject matter expertise for IC customer senior leadership and their DoD counterparts regarding future GEOINT, SIGINT and Multi-INT architecture collaboration, orchestration, and delivery of planned mission capabilities (to include supporting IC exercises, conducting assessments of critical joint Air and Space Intelligence, Surveillance, and Reconnaissance (ISR) warfighter capabilities, identifying gaps and shortfalls, supporting funding requests and decisions to validate and prioritize joint requirements with mission partners for future acquisition to integrate joint architectures, including edge nodes, Joint All-Domain Command and Control (JADC2).
  • Provide subject matter expertise on Sensor to Shooter (S2S) network interoperability, including the supporting of orchestration strategies and integration of new systems and initiatives in support of expanded GEOINT, SIGINT and Multi-INT mission capabilities.
  • Have the aptitude to assess schedules and risks, supporting IC and DoD exercise events, and may lead projects for systems teamwork, have frequent client interactions, and lead system and mission strategy development across the various ground offices.
  • Have daily interaction with the customer and supporting contractors and will need to follow customer standards and processes as the program matures through the life cycle.
  • Lead technical consultations, IC coordination meetings, and support to recommendation briefings.

Qualifications

Required qualifications:

  • In depth understanding of the intelligence community and mission capabilities (to include GEOINT, SIGINT and Multi-INT domains) with a strong focus on core systems engineering processes in support of end-to-end mission and services closure
  • Must possess and be able to maintain an active TS/SCI with Poly
  • BS 10-12 years, MS 8-10 years, PhD 5-7 years
  • BS in engineering, physics, intelligence, or policy related degree
  • Experience in enterprise orchestration and collection strategies
  • Experience identifying user needs and gaps, identifying potential solutions, and assessing/analyzing alternatives
  • Experience in supporting Requirements Engineering, CONOPS development, and system integration to accommodate End to End Systems Engineering in Agile fashion
  • SAFe Agile certification

 

Desired qualifications:

  • Knowledge of customer's mission capabilities (to include GEOINT, SIGINT, and multi-INT domains) and technical familiarity with mission control and/or processing of one or more GEOINT and/or SIGINT systems, including sensor knowledge
  • Knowledge of, and experience executing, SAFe Agile methodology
