The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

 

As a critical member of the SPA’s Homeland Security team, the Border Security Operational Test and Evaluation (OT&E) Lead will provide the development, oversight, and management of operational test and evaluation resources and activities in support of border security mission clients. You will lead teams across the range of test and evaluation life-cycle tasks and be responsible for the quality of delivery of all services and work products. You will work closely with Senior Management, Technical Staff, and Advisor's in achieving client delivery objectives and identifying and advancing new business opportunities to expand SPA’s portfolio. This is a near-term need, and will provide onsite support in Washington, DC.

Responsibilities

Develop detailed OT&E strategies; schedules; mission-based test designs; cost estimates; business, performance, and technical architecture; test and accreditation plans, including T&E master plans (TEMP) with POA&Ms, OT&E Concept, detailed method of test, data collection and analysis plans; T&E strategy briefs; operational evaluation frameworks, work breakdown structures, and operational scenarios to evaluate the operational effectiveness, suitability, and resiliency of the system under test. Plan and execute OT&E activities by identifying, coordinating, and collaborating with stakeholders including outside organizations. Perform modeling and simulation (M&S) requirements development to include identifying and documenting candidate critical measures/response variables. Oversee and be responsible for pre-test, test, and post-test activities and coordination to include the Operational Test Execution Summary Report, Post-Test Data Validation and Scoring, Post-Test Data Analysis, Deficiency/Risk Documentation, System Evaluation, the Operational Test and Evaluation Report, the OT&E Results Summary Brief, post-test Letter of Assessments, and Post-Test Evaluation reviews. Perform Cyber Resilience Test Planning Research, Cyber Resilience SUT/SoS and Schedule Development, Cyber Resilience Test Plan Tabletop, Cyber Resilience Final Technical Planning, Cyber Resilience Test Plan Finalization, Cyber Resilience OT&E Execution, and Cyber Resilience OT&E Post-Test Evaluation and Reporting. Oversee a tracking and management system for test assets, articles, and tools, a configuration management tracking system, and a risk management tracking system. Collaborate effectively with SPA management and resources, government clients, and related stakeholders to address project tasking, opportunities, issues, and challenges. Provide Quality Assurance for all products and deliverables on contracts and provide support to SPA Independent Assessment efforts across the portfolio.

Qualifications

Required Qualifications:

  • Active Secret clearance with an ability to obtain a Customs and Border Protection (CBP) Background Investigation.
  • Bachelor’s degree with 8+ years of demonstrated operational test and evaluation experience with strong experience managing and overseeing successful implementation of solutions that are designed, engineered, tested, and sustained meeting operational needs with successful results.
  • 1+ years of experience directly supporting DHS Customs and Border Protection (CBP) programs.
  • Possessing a deep understanding of the DHS or DOD SELC and DHS Management Directive 102-01, DoD 5000, and Federal Acquisition Institute guidelines, and acquisition support for complex system acquisitions.

 

Desired Qualifications: 

  • Currently working with CBP with an active CBP Background Investigation and Top Secret clearance.
  • Experience with operational test and evaluation of land systems technologies. 2+ years of experience managing an operational test and evaluation team for a DHS Program.
  • Expertise in Acquisition Life-cycle methodologies, policies, processes, and systems at CBP. Experience with the DHS Instruction 026-06-001 and the DHS T&E Management Guide.
