SPA’s Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Army, DoD Agencies, DARPA, OSD, international clients including the Canadian Navy and Australian Defense Force.  Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients’ challenges.

 

Leveraging both in-domain and cross-domain expertise to maximize our clients’ success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national security.

 

The Naval Surface Warfare Analysis Group (NSWAG), within Maritime Division, focuses primarily on providing analytic and program support to the Surface Warfare component of the United States Navy, enabling enhanced decision-making regarding the allocation of resources to improve operational capabilities. This support includes personnel, manpower, and training support to OPNAV N1.

 

SPA has an immediate need for a Senior Plans and Policy Expert (China/Taiwan). #MC

Responsibilities

You will immediately contribute in these ways:  1) Providing subject matter expertise and knowledge management of China and Taiwan, and awareness of DPRK and Hong Kong international affairs and plans impact, 2) Assisting with Defense Contract Proposal Program administration and GPC-related plans and policy projects, 3) Providing Great Power Competition (GPC) expertise and analytical support for N3N5, strategic plans and related CNO initiatives, to include developing recommendations based on innovative, effective and efficient strategic research and analysis on GPC related issues for developing competitive plans, informing and aligning Navy Policy and supporting higher level guidance documents, and 4) Providing analytic and consulting support for N5, drafting plans and policies, providing analytic support and new innovative approaches to plans, policy, and inter-service integration.

Qualifications

Required Qualifications:

  • Master’s degree from an accredited graduate university specializing in international relations or national security affairs
  • Ten (10) years of experience in U.S. Government and/or military planning; Military strategy and/or planning courses and/or planning designator, with at least four (4) of those years having been spent working on China related issues
  • Familiarity with current Service, Joint, DoD capstone strategy and policy documents; China problem set documents and planning organizations; military planning and PPBE processes; and experience operating across Echelon 3 or higher staff levels
  • Proficiency with the MS Office Suite of products (Word, PowerPoint, Excel, and Outlook)
  • TS/SCI clearance is required, and it must be maintained throughout employment
