SPA’s Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Army, DoD Agencies, DARPA, OSD, international clients including the Canadian Navy and Australian Defense Force.  Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients’ challenges.

 

Leveraging both in-domain and cross-domain expertise to maximize our clients’ success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national security.

 

The Undersea Platform Analysis Group (UPAG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction.  Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces.  Analysts and Engineers supporting Team Submarine will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

 

SPA has an immediate need for a motivated Senior Information Technology (IT) Infrastructure Analyst to provide oversight for the COLUMBIA Class program office in Washington, DC. This program office is responsible for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation and Live Fire Test and Evaluation of the COLUMBIA Class submarine. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense.

Responsibilities

The candidate will directly support Project Blue under the COLUMBIA Class submarine program office. Project Blue is responsible for delivering the IT solutions in support of SSBN logistics, deploying IT products to both TRIDENT Refit Facilities (TRF), Electric Boat (EB), and the United Kingdom (UK) DREADNOUGHT program. General duties include:

  • Lead the Platform/IT solutions group to address OCAB/Shipboard/TRF communication and bandwidth/reliability challenges.
  • Validate that IT solution upgrades will be sufficient for the TRFs by funding and executing TRF IT infrastructure upgrade pilots.
  • Leverage enterprise synergies for IT infrastructure where possible, including potential collaborations with external organizations such as the USAF for 5G technology.
  • Evaluate the performance of various systems including OCAB, SEA03 cloud, and NNPPnet.
  • Address IT gaps and run infrastructure pilots for technologies such as 5G and P-LEO.
  • Validate technology requirements and needs given the complexity surrounding organizational ownership on these problems.
  • Determine bandwidth and connectivity requirements to ensure optimal performance and reliability of IT systems.
  • Enable connectivity to empower a future SSBN maintenance workforce to be entirely paperless, to include wireless coverage across TRF admin and shop spaces and in-hull on pierside SSBNs.
  • Leverage support from PEO SSBN to define and execute pilots to demonstrate business cases in support of increased use of mobile computing to improve TRF workforce efficiency.

Please note that the salary information shown below is a general guideline only.  Salaries are commensurate with experience and qualifications, as well as market and business considerations.  Washington, D.C. Pay Transparency Range:  $100-$130k; possibly higher for ideal candidate.

 

25% travel is required.

 

Qualifications

Required Qualifications:

  • 8-10 years of experience, including proven experience in IT infrastructure management and leadership
  • Experience with pilot projects, business case analyses, and infrastructure upgrades, and the ability to evaluate system performance and address IT gaps
  • Experience supporting the deployment of Wi-Fi and 5G networks and with RF Planning and Optimization
  • Experience in leading technical proposals and managing prototype efforts.
  • A Final Secret Clearance is required to be considered for this position.

Additional Desired, but not required, Qualifications:

  • A Bachelor’s Degree and/or Experience with Defense Acquisition University, Science and Technology Manager Level II, and/or Program Management Institute (PMI) Body of Knowledge (PMBOK), Project Management Professional (PMP)
  • Strong understanding of OCAB/Shipboard/TRF communication systems, knowledge of various relevant technologies including 5G and P-LEO, and proficiency in JIRA Agile PM Management Tool and Confluence Online Document Repository.
  • Knowledge of American National Standards Institute (ANSI); Fundamentals of Systems Engineering, experience with Cloud Computing (Amazon Web Services, MS Azure). and/or experience with Wi-Fi and Enterprise Networks
  • Experience in creating DoDAF architecture products
