SPA’s Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Army, DoD Agencies, DARPA, OSD, international clients including the Canadian Navy and Australian Defense Force.  Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients’ challenges.

 

Leveraging both in-domain and cross-domain expertise to maximize our clients’ success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national security.

 

SPA has an immediate need for a Program Analyst supporting the AUKUS Nuclear Powered Submarine governance team.  The position is located at the Navy Yard, DC. #MC

Responsibilities

In this role, the Program Analyst will support the NAVSEA AUKUS program within Team Submarine responsible for the integrated support to the Australian Nuclear Powered Submarine initiative via the AUKUS Portfolio Office, a trilateral decision support organization. Responsibilities will include developing new processes and approaches to novel trilateral program management, organizing and supporting senior-level trilateral governance meetings, tracking high-visibility action items, monitoring program status and acquisition efforts, coordinating program wide initiatives and actions, and developing and implementing knowledge management systems (KMS) or approaches to provide a centralized place to store information and access it readily. Information will include identifying and archiving key decisions and associated rationale, technical baselines, resource allocations, staffing and lessons learned across various levels of classification. Experience operating in fast-paced/start-up environments and briefing senior executives is a plus.

 

The ideal candidate for this position will demonstrate strong organizational skills, attention to detail, and the ability to work effectively in a fast-paced environment. Exceptional communication and interpersonal skills are essential, along with a proactive approach to problem-solving and process improvement. The candidate should be adaptable, able to handle multiple tasks simultaneously, and possess a commitment to fostering collaborative relationships with stakeholders.

Please note that the salary information shown below is a general guideline only.  Salaries are commensurate with experience and qualifications, as well as market and business considerations.  Washington, DC Pay Transparency Range:  $115,000 – $135,000.

Qualifications

Required Qualifications:

  • Bachelor’s degree in international relations, political science, business administration (or other relevant field)
  • 5-7 years’ experience
  • Strong organizational and interpersonal skills, with high emotional intelligence
  • Strong attention to detail and experience with process improvement
  • Experience in a government office, either as civilian, contractor, or military
  • Experience with knowledge management and data visualization
  • Strong written and verbal communication skills and proficiency with MS Office applications
  • Current DoD SECRET clearance and the ability to maintain it throughout employment

Desired Qualifications:

  • Experience supporting submarine programs, DAWIA certification is a plus
  • Experience with international/FMS programs
  • Experience with and knowledgeable of the Navy requirements and program office organizations and processes
  • Experience with process improvement in a new organization
