The Strategic Technology Analysis Group (STAG), part of System Planning and Analysis Inc.’s Space and Intelligence Division, offers sophisticated capabilities (people, process & tools) to resolve unique problems in space, cyber, and special operations in support to military services, Secretary of Defense offices (OSD) and theater warfighters.  Our portfolio includes the Assistant Secretary of Air Force for Space Acquisition & Integration (SAF/SQ), Joint Warfare Analysis Center (JWAC), Space Security and Defense Program (SSDP), National Space Defense Center (NSDC), Space Warfighting Analysis Center (SWAC), Strategic Capabilities Office (SCO), US Space Command (USSPACECOM) and US Space Force (USSF).  Come be a part of a high-speed low-drag organization providing unique and tailored solutions for our National Defense!

 

The Joint Warfare Analysis Center (JWAC) provides the Combatant Commands (COCOMs), U.S. Strategic Command (USSTRATCOM), and the Joint Staff with effects-based, precision targeting options for selected networks and nodes in order to carry out the national security and military strategy of the United States during peace, crisis, and war. This position supports contract management for JWAC, which is located at the Naval Support Activity - South Potomac (NSA-SP) base located in Dahlgren, Virginia (VA).  The successful candidate will provide seasoned Contract Specialist support, planning activities for current and future programs in accordance with Federal, DoD, Air Force and JWAC laws regulations, policies, directives and instructions.

 

SPA has an immediate need for a highly qualified JWAC Contract Administrator.

Responsibilities

Responsibilities:

Duties associated with this role include, but are not limited to the following:

  • The Contractor shall have working knowledge of the Federal Acquisition Regulation (FAR) and its supplements.
  • The contractor shall execute pre/post award contract management actions on various contracts with various contract types as listed in FAR Part 16.
  • The contractor shall assist in the preparation of solicitation documents selecting appropriate clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulation.
  • The contractor shall assist in the monitoring of contract performance through progress reports and analysis of contractor metrics, for compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract.
  • The contractor shall review requisition package for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.
  • The contractor shall process funding modifications for additional funds or de-obligate funds when required.
  • The contractor shall prepare contract modifications caused by, but not limited to, changes in technical requirements, by incremental funding requirements, changes in quantities to be delivered, ordering priced/unpriced options, and similar issues.
  • The contractor shall conduct cost and price analysis on sole source and competitive acquisitions.
  • The contractor shall prepare draft pre-negotiation objectives post negotiation memorandum, as required, to explain rationale and methods used in arriving at the final settlement in terminations (i.e. for convenience, for cause, for default) and other types of negotiated changes and modifications to contracts.
  • Prepare full documentation for contract actions requiring formal review, ensure compliance with all laws and regulations, and ensure package is approved within the acquisition schedule.
  • The contractor shall prepare Request for Information packages, be the focal point for replies under the Freedom of Information Act and other inquiries.
  • The contractor shall conduct contract close-out procedures according to the FAR. Shall handle all administrative duties of close-out and prepare all documentation for Contracting Officer signature. Shall physically stage all close-out files for storage according to FAR 4.805.
  • The contractor shall track and log open Purchase Requests (AF Form 9s), Military Interdepartmental Purchase Requests (MIPRs) and other funding documentation until placed on contract.
  • The contractor shall prepare contract actions in the Air Force contract writing system; the DoD Standard Procurement System Procurement Desktop-Defense program and/or AF Contracting Information Technology (CON-IT) system.

Qualifications

Required Qualifications

  • Top Secret/SCI eligible clearance required. This program requires SAP access.
  • Have a minimum of five (5) years’ experience as Contract Specialist
  • Proficiency using Microsoft Office Products, to include Outlook, Word, Power-Point, and Excel
  • Strong communication skills, both written and verbal

Desired Qualifications:

  • Individual must possess a Bachelor’s Degree with a minimum of 24 semester credit hours in Business Administration, Public Administration, Contract Law, Accounting, Finance or related course work
  • Have a minimum of three (3) years prior/demonstrated experience with using the DoD Standard Procurement System Procurement Desktop-Defense program and/or AF Contracting Information Technology (CON-IT) for processing acquisition actions 
  • Level II Defense Acquisition Workforce Improvement Act (DAWIA) certification or equivalent.
