The Joint Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPA's NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

 

SPA has an immediate need for a Senior Requirements Manager onsite in Norfolk, VA.

Responsibilities

SPA is seeking a seasoned Senior Requirements Manager to work collaboratively with NATO Stakeholders to support CR Branch in ACT. The Requirements Manager will be responsible for taking complex, technical information and translating it into an easily understandable format. Will support CR Branch regarding the elicitation, capture, and management of capability requirements. Asisst with requirements analysis and documentation for large complex programs, and prepare formal and informal documents in compliance with internal NATO ACT procedures. Will develop, draft, write, and edit documents. Will translate technical information to clear, readable documents to be used by technical and non-technical personnel, and conduct research and ensure the use of proper technical industry terminology. Lead requirements elicitation workshops and associated activities, and effectively facilitate stakeholder engagements. Will establish and maintain excellent internal and external customer relations at all levels of the organization, while producing high-quality requirements that meet applicable standards and are appropriate for intended audience and wide-spread publication. Apply excellent communication and negotiation skills, and understanding of Architectures as the Business, Information, and Technical levels in accordance with recognized architecture frameworks (eg. TOGAF, Zachman). Apply experience in requirements management tools (eg. IBM Doors, Jira, etc). 

Qualifications

Required:

  • Active Secret clearance
  • 5 years in the last 10 in the field of requirements engineering to include elicitation, capture, development, analysis, and evaluation of requirements at the capability level.
  • One or more Requirements Management-related certifications such as the ones required to support the US JCIDS Process or the equivalent from other Nations, or those recognized by leading organizations in the field such as the IIBA or the IREB.
  • Bachelor's degree in engineering, management, information systems, accounting, economics, finance, business administration, public administration, operations research, project management, or related disciplines.
  • Demonstrable recent (i.e. in the last 10 years) experience in procurement programs in the defense sector. In particular, experience and participation in Program/Project boards, development of decision support briefings, studies of best procurement alternatives, and risk management.
  • Demonstrable recent (i.e. in the last 10 years) experience in managing requirements in accordance with formal configuration and change management processes. In particular, participation in change configuration boards, development of engineering change impact analysis, and version control of requirement baselines.
  • Enterprise Architecture-related certifications such as TOGAF.
  • Demonstrable recent (i.e. in the last 10 years) experience in development or exploitation of Enterprise or Capability level Architectures in support of defense procurement.
  • Knowledge of project management principles and demonstrated success in applying them to deliver capabilities. In particular, experience in initiation and management of programs and projects, development of exception and routine reports, and management of work breakdown packages.
  • Program and Project Management-related certifications such as MSP and PRINCE2, or preferably PMP and PgMP.
  • Demonstrable experience working in a multinational organization or NATO Command Structure (NCS)/NATO Force Structure (NFS) and familiarity with NATO agencies’ role in system development.
  • Demonstrable recent (i.e. in the last 10 years) experience working in support of processes that were formally certified in accordance with the ISO 9001 standard.
  • Quality related certifications such as the ones provided by CQI-IRCA.
