SPA’s Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Air Force, Army, DoD Agencies, DARPA, international clients including the Canadian Navy and Australian Defence Force. Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients’ challenges. Leveraging both in-domain and cross-domain expertise to maximize our clients’ success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national security.

 

SPA’s Operations Research and Cyber Analysis (ORCA) Group develops and employs simulation system products in support of operations, experimentation, and the acquisition analysis process. ORCA analysts apply Model-Based System Engineering (MBSE) principles and tools to identify and analyze trends in big data to solve real-world problems. ORCA software engineers and cyber security professionals develop, build, and deploy custom hardware and software solutions to meet our client's toughest challenges. ORCA systems engineers provide acquisition and operational subject matter expertise to support the design, development, and fielding of Navy Command and Control, Communications, Computers, and Intelligence, Surveillance, and Reconnaissance (C4ISR) systems.

 

SPA is hiring a Systems Engineer to provide technical support for the development, integration, testing, and fielding of U.S. Navy C4ISR systems. This position is aligned with SPA’s Operations Research and Cyber Analysis (ORCA) group, located in their San Diego office.

 

Responsibilities

Support development of system of systems requirements and architectures. Support technical integration of new technologies and capabilities into existing systems and technical baselines. Support development of technical documentation, plans, and drawings. Provide technical support to performance, interoperability, and operational evaluations. Coordinate and provide input for engineering processes and reviews. Collect, review, and analyze information and develop recommended solutions. Prepare and deliver written and oral reports of findings and make recommendations for resolution of technical issues. Responsibilities may also include one or more of the following:

  • Manage development and fielding of integrated software, hardware and/or web applications. Integrate overall cost, schedule and performance considerations into broader system of systems development.
  • Integrate human operator considerations into the engineering of systems, including the application of information on physical and psychological characteristics to the design of systems for human use. Conduct analysis addressing considerations in manpower, personnel, training, habitability, survivability, and environment, occupational health and safety.
  • Coordinate the installation of hardware and software systems on Navy platforms, including application of regulations and policies affecting installation.

Please note that the salary information shown below is a general guideline only.  Salaries are commensurate with experience and qualifications, as well as market and business considerations.  California Pay Transparency Range: $130,000-$160,000.

 

Qualifications

Required Qualifications:

  • Bachelor's degree in Engineering (Computer, Electrical, Mechanical, etc.), Physical Sciences, Computer Sciences, Information Systems, Operations Research, Mathematics, or Physics from an accredited college or university
  • Over 7 years of experience with the system of systems engineering lifecycle, e.g. development, integration, testing, fielding, sustainment
  • Over 7 years of experience with systems engineering processes and milestone events; e.g. design reviews, test events, and technical evaluations.
  • Significant experience in U.S. Navy programs or operations, including understanding of Naval operations from unit level through operational staff and headquarters planning
  • Demonstrated ability to collaborate professionally and effectively with teams and senior leaders across multiple organizations to successfully keep projects on task

 

Desired Qualifications: 

  • Experience with scheduling large numbers of assets, leading stakeholder engagement, and coordinating activities impacting overall operational readiness of Navy platforms/systems.
  • Understanding of the operational implementation and intersections between U.S. Navy C4ISR systems
  • Experience with the current state of the art in information technology, computing and data architectures, e.g. cloud computing, data architecture, software/hardware platform services, software development, or sensor architectures
