The Undersea Technology Analysis Group (UTAG), within the Sea, Land, & Air Division in SPA, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging undersea technologies and warfighting capabilities. We support clients across the undersea and naval special warfare enterprises, including those within resourcing and requirements (OPNAV N97), acquisition (program offices for undersea technologies and naval special warfare), and science and technology (Office of Naval Research, DARPA) Our enduring capabilities include:

  • Identifying capability gaps, developing requirements, and generating solutions
  • Assessing the operational utility and technical feasibility of new technologies
  • Execution of acquisition and technology development programs, including developing plans and roadmaps to mature, deliver, and sustain new technologies
  • Analysis of vulnerabilities and threats to undersea platforms and systems
  • Quantitative analysis and modeling of undersea forces and their missions

SPA has a need for a talented senior program manager to support a NAVSEA 05T Additive Manufacturing (AM) Special Project Office (SPO).

Responsibilities

This Senior Program Manager will support advanced and additive manufacturing plans, projects and analyses to assess and recommend solutions for current and future fleet integration and use of advanced & additive manufacturing technology, materials and components. Advanced manufacturing technologies may include manufacturing and repair processes utilizing computing (i.e. CAD, CAE, and CAM), robotics, automation and control technologies. Support may include, but not be limited to materials and material database development; material characterization and process development; specification and standards development; shipboard integration and testing of advanced and additive manufacturing equipment; technical data package for AM components development and management; file sharing and networking of equipment; interfacing with various ship class program offices and fleet outreach for development of integration requirements.
Specific duties:

  • Oversee Special Project Office Contractor Team: provide direct oversight and act aslead contractor support representative for all contractor personnel supporting the AMSPO
  • Provide direction for development of strategic documents and roadmaps
  • Managing teams with responsibilities over the cost, schedule, and performance ofcomplex, multi-million dollar programs
  • Work collaboratively with the 05T BFM in tracking financial execution, task fulfillment,and overall SPO financial performance
  • Align AM deliverables across Navy organizations (SYSCOMs, Fleet)
  • Communicate AM efforts to OSD; communicate OSD/joint efforts back to Navystakeholders
  • Participate in Joint AM working groups across DOD, as appropriate, in order to providetechnical input to joint efforts
  • Align/recommend line of efforts direction, deliverables, and collaboration opportunities
  • Seated within NAVSEA HQ to facilitate ease of access to OPNAV N4 Staff

Please note that the salary information shown below is a general guideline only.  Salaries are commensurate with experience and qualifications, as well as market and business considerations.  Washington, DC Pay Transparency Range: $130,000-$140,000.

Qualifications

Required Qualifications:

  • 10 years of relevant work experience
  • Experience with DoD Acquisition Programs
  • DoD SECRET clearance and the ability to maintain this throughout employment

Desired Qualifications: 

  • Business process improvement skills 
  • Senior Program Management experience
