SPA’s Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Air Force, Army, DoD Agencies, DARPA, international clients including the Canadian Navy and Australian Defence Force.  Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients’ challenges.

 

Leveraging both in-domain and cross-domain expertise to maximize our clients’ success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national security.

 

Our group, the Naval Surface Warfare Analysis Group, supports the Surface community and components of the United States Navy by providing program management, requirements management, force development, and readiness support in Washington DC and the Fleet concentration areas. We provide timely, objective, analytic assessments, strategic planning, and expert operational, technical, and acquisition support to the Maritime communities, and related agencies, allies, and partners. We are trusted agents of the senior and operational leadership in the Fleet, OPNAV, NAVSEA, and the Royal Canadian and Royal Australian Navies. We play key roles in providing insights and strategies to address current and emerging challenges to national security and have tremendous impact on our client’s success in solving their most important issues.

 

SPA has an immediate need for a Plans & Policy Consultant.CJ #IN123

Responsibilities

Responsible for providing program support to the Deputy Chief of Naval Operations for Operations, Plans, and Strategy (OPNAV N3N5). OPNAV N3N5 serves as the principal advisor to the Chief of Naval Operations (CNO) on joint operations and the development of naval and joint plans, programs, and policies and requires innovative consulting and analytical support to facilitate strategic decision and policy making and perform multidisciplinary forms of plans and policy analysis. This role will support the development and advancement of Navy initiatives and policies promoting integration and effective operations with other Services using multidisciplinary analysis. Activities include research, developing information papers and briefings, coordination of off-site activities, facilitation of planning conferences, coordinating policy positions across Navy stakeholders, advocacy support for the development and coordination of N5 topics and related issues across DoD and DON. Additional activities include preparing presentations for senior leaders.

Qualifications

Required Qualifications:

  • Master's degree from an accredited university in the field of military science, operations research, maritime policy, international relations, national security affairs, strategic studies of Government, or related fields.
  • Four (4) or more years of experience in government or military planning; familiarity with current Service, Joint, DoD capstone strategy and policy documents; experience operating across Echelon 3 or higher staff levels.
  • Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and advanced writing and editing skills
  • Ability to work independently and collaboratively, and to track and follow through on projects to completion
  • Superior organization and interpersonal skills
  • An active DoD Secret level security clearance and the ability to maintain it throughout employment

Desired Qualifications: 

  • Prior OPNAV and/or SECNAV experience
