The Space Systems Group, part of SPA’s Space and Intelligence Division, provides timely and objective assessments and recommendations integrating technical, operational, programmatic, policy and business analysis. SPA has an immediate need for a Facility Security Manager.

Responsibilities

About the Position

As a Facility Security Manager at SPA, you will be assigned to support the US Space Force’s Space Systems Command (SSC), Operational Command and Control Acquisition Delta, known as Kobayashi Maru. Kobayashi Maru is responsible for continuously delivering impactful software for space operations. The program office’s mission includes the development and deployment of software for space defense, space domain awareness, and enabling data services up to Top Secret/Sensitive Compartmented Information (SCI) and Special Access Program security levels.

 

You will join our other Facility Security Managers responsible for overseeing and implementing the day-to-day operations and all security measures at an SPA secure facility to ensure compliance with applicable regulations and standards. You will manage the facility's security programs, including physical security, personnel security, and operational security, while ensuring that the protection of classified and sensitive information is maintained.

 

As the Facility Security Manager, you will:

  • Ensure that the facility complies with all relevant DoD regulations, including the National Industrial Security Program Operating Manual (NISPOM), DoDM 5200.01 (Information Security Program), DoD 5205.07 (DoD Special Access Program (SAP) Security Manual), and Intelligence Community Directive (ICD) 705 (Sensitive Compartmented Information Facilities).
  • Execute, enforce, develop/edit, and maintain security plans, Standard Operating Procedures (SOPs), and Emergency Action Plans (EAPs) in accordance with applicable DoD/IC guidelines.
  • Track improvements and maintain physical security systems, including access control, intrusion detection, and surveillance systems.
  • Conduct regular inspections and audits of the facility to ensure compliance with security standards and identify potential vulnerabilities.
  • Coordinate and collaborate with on-site facility security forces, including the training of security personnel.
  • Conduct training, provide guidance, and perform the duties required to ensure the proper handling, storage, transmission, and destruction of classified information in compliance with DoD/IC regulations.
  • Support users implementing policies for handling Controlled Unclassified Information (CUI) and other sensitive but unclassified information in accordance with provided security classification guides and program office plans.
  • Execute the personnel security program, including the processing and tracking of security clearances for all facility users, employees, and visitors, as well as managing SCI nominations.
  • Conduct security briefings and debriefings for personnel with access to classified information.
  • Monitor compliance with security clearance requirements and conduct the initial investigation pertaining to security incidents involving personnel.
  • Implement OPSEC measures to protect sensitive operations and mission-critical activities in accordance with program office specifications.
  • Coordinate with facility leadership to identify and mitigate potential threats to operational security.
  • Develop and conduct security training programs for all facility personnel, including annual security awareness training and specialized training for personnel with access to classified information.
  • Maintain records of security training and ensure all users are up to date with required certifications.
  • Collaborate with cybersecurity, program office, facility security, and other relevant stakeholders to investigate security incidents, breaches, or violations, and implement corrective actions to prevent recurrence.
  • Report security incidents to the appropriate SPA and Government authorities and coordinate with law enforcement as necessary.
  • Coordinate security inspections, assessments, and audits conducted by Government authorities.
  • Maintain accurate records of all security-related activities, including clearance documentation, access logs, and incident reports.
  • Prepare and submit required security reports to government agencies and facility leadership.

 

This is not a hybrid position. You will be expected to work on-site with the Government customer in Colorado Springs, CO M-F due to the fast pace, quick-turn nature of the job and the persistent need to access secure spaces and networks. Thus, residing within comfortable driving distance of Colorado Springs, CO should be considered.

Qualifications

Required Qualifications

  • US Citizen with possession of an active Top Secret security clearance with SCI eligibility
  • 6 years of experience successfully managing a SCIF
  • Bachelor’s Degree in Security Management, Cybersecurity, Computer Networking, Information Technology, or related field from an accredited institution
  • Your resume must demonstrate:
    • Comprehensive knowledge of NISPOM, ICD 705, DoDM 5200.01, DoD 5205.07, government personnel security directives, and classified incident handling
    • Recent experience managing day-to-day operations, oversight, and maintenance of a SCIF
    • Success obtaining and maintaining physical accreditation and network accreditation(s) of a SCIF
    • Direct experience safeguarding classified materials
    • Experience with performing facility inspections, assessments, and/or investigations associated with physical security
    • Experience providing risk-managed security recommendations to Program Managers in support of secure and successful mission accomplishment
    • Able to sit and work at a computer keyboard for extended periods of time
    • Able to stoop, kneel, bend at the waist, and reach daily
    • Able to lift up-to 35 pounds occasionally


Desired Qualifications

  • Experience overseeing the use of Information Security (INFOSEC) systems, including cybersecurity measures, to protect classified networks and information systems
  • Possession of a valid Information Assurance Technician Level II or Information Assurance Manager Level I certification

Please note that the salary information shown below is a general guideline only.  Salaries are commensurate with experience and qualifications, as well as market and business considerations.  Salary pay range:  135k - 185k
