The Intelligence Programs Group (IPG), within the Space & Intelligence Division is seeking candidates for a permanent role as Group Leader (GL). The IPG set of programs includes prime and multiple subcontracted efforts. This advertisement addresses the responsibilities associated with the GL role and describes the application process for interested candidates.

 

Within the Space & Intelligence Division, IPG comprises a team of over 80 experienced analysts and engineers with a diverse and integrated skillset of technical expertise and operational experience that provide threat assessment, technology development, architecture analysis, systems engineering, cybersecurity, systems integration, test and evaluation, modeling, simulation, and analysis, and program management for over 10 separate contract efforts.   IPG efforts span multiple IC organizations with emphasis on SIGINT, GEOINT, OPIR, and Communications systems and networks.

 

Group Leader Selection Timeline:

  • 20 Sept 2024: Deadline for submitting SPA resume to this announcement

  • October 2024: Decision made and approved, transition process begins

Responsibilities

The IPG Group Leader’s responsibilities include:

 

  • Leading IPG support to NRO, NGA, and other parts of the IC including delivery of exceptional contract performance and meeting revenue, EBITDA, and indirect resource goals
  • Exceptional management of complex prime contracts, multiple subcontractors, and multiple subcontracts to meet customer requirements
  • Responsible for the development and execution of the IPG new business pipeline and business development to the meet group and division revenue and profitability goals
  • Develop and foster relationships and with industry partners and potential government customers to seek out opportunities for new business
  • Manage cost, schedule, and performance to include implementing best practices and managing multiple PMs
  • Assist in developing a vision, strategy, and articulated goals for growth in IPG’s people, tools, capabilities, and lines of business, and delivering actions to achieve those goals.
  • Be a willing and collaborative catalyst within Division and across SPA Divisions to grow capabilities, expertise, people, and customer footprint.
  • Instill a culture of quality work, and apply SPA’s QMS processes to ensure that all deliverables meet contract requirements and high quality standards
  • Support hiring, developing, and SPA employees, and maintaining a high level of team cohesion and morale.  Contribute to SPA ‘Best Place to Work’ initiatives, including delivering same to site employees
  • Interact with senior uniformed and civilian leadership across customer markets
  • Interact with SPA Corporate and Line Division leadership, including representing IPG at corporate and division meetings, developing reports and other data call responses, and providing feedback on proposed initiatives and processes

Qualifications

Required Qualifications:

 

  • In depth understanding of government organizations at NRO, NGA, NSA, and other portions of IC, to include CIA, DNI, DIA, NASIC, MSIC, and other CoCOM/service J-2s.  Includes interfaces with DoD (OSD and Services), Civil, and selected international space organizations
  • A bachelor's degree and fifteen (15) years of relevant space and intelligence systems engineering, development, operations, or program management with understanding of SIGINT, GEOINT, OPIR, and Communications space and related ground systems experience, -or- a master's degree and ten (10) years of relevant space and intelligence systems engineering, development, operations, or program management experience
  • At least five years of P&L experience running organizations with over $50M/year revenue; experience with contractor and government financial management systems; experience applying contractor Quality Management Systems (QMS) to deliver superior quality services and products; experience hiring, mentoring, and training personnel; experience developing new business; and experience growing existing lines of business, to include participation or leadership in M&A-based expansion and integration
  • Program management experience managing large support services contracts with multiple subcontractors, diverse locations, and specialized security requirements
  • Experience with major acquisition programs including customer acquisition guidelines, source selection procedures, and acquisition processes.
  • Demonstrated knowledge of IC/DOD/Civil space policy and guidance
  • Superior communications skills, including a demonstrated ability to communicate with senior company, client, and teammate executives
  • Experience managing distributed workforce with staff deployed at customer locations
  • Experience managing stand-alone company office, separate from company HQ
  • Demonstrated ability to perform strategic planning for internal company efforts as well as contracts
  • Demonstrated business integrity, initiative, critical thinking, and tenacity in environment of significant autonomy and responsibility
  • Demonstrated experience with IC security, IT, and administrative systems to include ARC, CWAN, JWICs, and specialty IC applications
  • Ability to work regularly from the Chantilly, VA office, with trips as needed to other customer sites around greater Washington DC and nationally.
  • TS/SCI clearance with CI polygraph

 

Desired Qualifications:

  • Formal training in leadership, business development, proposal writing, and contract management
  • Formal training in customer organizations, missions, policies, and operations
  • Master’s degree in STEM discipline
  • Project Management Professional (PMP) certification
