The Joint, Office of the Secretary of Defense (OSD), Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense (DoD), Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

The Critical Infrastructure Group (CIG), part of SPA's JOID Division, provides technical, programmatic, and analytical support to customers with missions in national security to include the Department of Homeland Security, Health and Human Services, and the Federal Aviation Administration. The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines. 

 

SPA has an immediate need for a Requirements Analyst to provide remote support. 

Responsibilities

The candidate will support all phases of the requirements generation process, including analysis of alternatives (AoA) and production of studies, as well as supporting documents associated with the Department of Homeland Security’s Joint Requirements and Integration Management System (JRIMS). Responsibilites will include performing studies and analysis of component requirements and capabilities in one or more mission areas. Drafting capability-related documents including mission analysis reports (MAR), capability analysis study plans (CASP), capability analysis reports (CAR), non-material change request (NMCR), mission needs statement (MNS), concept of operations (CONOPS), operational requirements documents (ORD), urgent operational need (UON), and operations policy development (OPD). Working with Analysis and Requirements Officers, Government program managers, and subject matter experts to gather information on requirements and capabilities. Performing qualitative and quantitative analysis comparing existing and proposed capabilities with requirements across all component missions and developing process flows, governance structures, and assisting in codifying requirements process improvements.

Qualifications

Required:

  • BA/BS degree in a related field
  • 5+ years of supervisory military or civilian experience working with the Coast Guard, Navy, Federal law enforcement, or regulatory agency
  • Must be able to obtain USCG Public Trust
  • Exceptional writing skills
  • Experience in analyzing capability needs and gaps and linking them to operational or statutory requirements

Desired: 

  • Post graduate in a related field (Operations Research, Engineering, Math, Data Science, MPA, etc.)
  • Program management (e.g. action officer), or acquisition role (e.g. COTR, DAU certified program manager) experience
  • Experience writing DHS/DoD Requirements documents (JRIMS/JCIDS) and DHS suitability
