The Joint Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPA's NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

 

SPA has an immediate need for an NC3 Program Analyst onsite in Norfolk, VA.

Responsibilities

The successful candidate will work collaboratively with NATO Stakeholders to support the Capability Development Team in ACT. Will be responsible for assisting the Program Director in program and project management administration of a high visibility program. Must be a good communicator, energetic, work well within a collaborative team, and should have an understanding of early stage defense capability acquisition processes. Will support workshop activities such as preparing briefs, risk analysis, and facilitating stakeholder engagements. Will establish and maintain excellent internal and external customer relations at all levels of the organization while producing high-quality analysis that meets applicable standards and is appropriate for its intended audience and wide-spread publication. Qualified applicants must have an active passport and be willing and able to travel overseas.

Qualifications

Required:

  • Active Secret clearance
  • Bachelor's equivalent or Military College degree, including Graduate-level certifications in support of NATO and other international military organizations
  • Knowledge of project management principles and demonstrated success in applying them to deliver capabilities
  • Minimum 2 years’ in the last 10 years in Program/Project Management with a focus on military capability development
  • Minimum 2 years’ in the last 10 years working in a multinational organization or NATO Command Structure (NCS) / NATO Force Structure (NFS) or equivalent
  • Minimum 3 years’ experience in the last 10 years in the use of the Microsoft Office Tool suite and collaborative software
  • Citizen of a NATO member Nation
  • Active Passport with no travel restrictions
