The Intelligence Programs Group (IPG), part of SPA’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community.  We utilize mission-proven, data-driven advisory tools and capabilities.  We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense.  Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA).  Come where you will be part of our high-caliber team!

 

SPA has an immediate opening for a Senior Budget Analyst.

Responsibilities

The Senior Budget Analyst will play a pivotal role in the Finance and Budget Department, providing analytical support and expertise in budget formulation and execution. This position requires the ability to multitask across a broad range of actions and respond to support requests from the Budget Director and front office. The successful candidate will demonstrate a high-level understanding of Federal Fiscal and Appropriations Law, as well as adherence to established financial policies and procedures.

Qualifications

Clearance Requirement:

  • Active TS/SCI with CI Poly security clearance

 

Required Qualifications:

  • High/Advanced level of understanding of federal fiscal/appropriations Law and NRO internal controls, financial policies and procedures 
  • Ability to merge financial/budget and related technical information/status into a thorough yet concise, timely and accurate presentation of MID budget and /or program status for senior leadership (ie MID, BPO others as needed
  • High/Advanced level of understanding of/experience with using NRO's financial information requirements tools. 
  • Excellent skills in using MS Excel and in the construction/use of both spreadsheets and pivot tables.
  • Experience interfacing with /using the Funds from Others tool, Integration Tool and Funds to Others tools. 

 

Desired Qualifications: 

  • Experience with using various other NRO systems
  • Experience with using the NRO's TIER action system process
  • Budget/Program Controls experience within on or more of the NRO's Ds & Os.
  • Understanding of an experience with the development of the NRO's annual budget formation process (from a D&O budget /program controls perspective)
  • Ability to use, or experience with using, NRO and contractor financial reports to develop an annual Spend plan for a portfolio of requirements/contracts/programs.
