The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

The Critical Infrastructure Group (CIG) within JOID provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.

 

SPA has an immediate need for a Business and Financial Analyst to provide onsite support in Arlington, VA.

Responsibilities

The candidate will provide support to the Department of Homeland Security (DHS) with contract financial analysis, financial dashboard development, federal spend plan management, and federal planning, programming, budget, and execution (PPBE). Support Cybersecurity and Infrastructure Security Agency’s (CISA) National Risk Management Center (NRMC) Initiative Management and Program Support Services contract. Work collaboratively and independently with the SPA team, our clients, and their partners/stakeholders to provide program and financial analysis support with experience working with complex data sets, developing financial dashboards, supporting process development, and conducting financial analysis for organization-wide portfolios. Support the development of communications materials and assist in the preparation of documents such as responses to leadership briefings, senior level engagements, and internal briefings. Assist with the development and maintenance of program management data visualization dashboards to drive programmatic insights across NRMC. Support budget formulation material development and budget execution tracking and reconciliation. Maintain NRMC spend plans and procurement financial trackers, providing inputs to CORs and Budget, Performance, Requirements (BPR) branch staff on IPAC and payment allocations, provide monthly analysis of burn across contract budgets and CLINs to identify areas for concern. Support the management of NRMC’s spend plans and provide inputs to briefings.

Qualifications

Required:

  • Bachelor's degree
  • 3 years of professional experience
  • Experience in acquisition, budget analysis, and cost estimation
  • Expertise in monitoring the execution of an approved operating budget
  • Working knowledge of federal financial management systems
  • Experience preparing financial statements and other accounting analytic reports
  • Possess an understanding of the federal PPBE cycle and the financial management of federal contracts
  • Able to obtain a favorable CISA Suitability determination.
  • Proficient with MS Office Suite of Tools – Excel (Pivot Tables), PowerPoint, PowerBI, Project, Teams, Planner

Desired:

  • DHS/CISA Suitability and/or a Secret clearance
  • Experience supporting a Program Management Office and/or DHS experience
  • Degree in the areas of Business or Finance
  • Familiarity with government financial systems such as PRISM and FFMS
  • Experience developing cost tradeoff analysis and program impact statements
