The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of Combatant Commands (CCMDs) and transitioning these technologies to military services and Combatant Commanders (COCOMs). SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.

 

We have a near-term need for a Software Developer to provide onsite support in Lorton, VA.

Responsibilities

Provides critical decision and analytic support to the Nuclear Technologies directorate (NT) within the Defense Threat Reduction Agency (DTRA) for wargaming, assessments, demonstration, analysis, development, and other decision-making in evaluating systems to counter WMD and counter threat networks. Supervises the software development of new wargaming capabilities and their conversion into software requirements. Performs market research for relevant advances and materials. Recommends architectural and deployment configurations. Oversees progressive development and evaluates deliverable functionality and materials. Manages government accreditation, classification, and validation processes for the deployment of MINES and THANOS, and supervises/manages technical development for these programs. Develops knowledge regarding a stipulated issue through analysis of complex data sets, identifying actionable trends and problems. Uses appropriate methods to creatively explore, mine, analyze and manipulate data sets ranging in size from sparse to petabytes and type (e.g. small number of .pdf text reports, Excel spreadsheets and .csv files to repositories of image or audio data). Interprets results from multiple sources using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining, analysis and learning techniques. Designs, develops and implements technical solutions in support of concurrent analysis.

Qualifications

Required:

  • Bachelor’s degree in computer science, data science, software engineering, or related field involving software development.
  • 2-4 years of experience in an engineering or scientific function with proficiency in agile software development process, e.g., concepts like Kubernetes, GrpahQL, MongoDB, and restful APIs. 
  • Experience with computer programing and familiarity with a variety of programming languages that allows exploration of data through visualization, develop analytic software and models, or create customized solutions such as scripts and dashboards.
  • Experience with M&S integration and execution support, including supporting analysis, review, and assessment of key performance parameters and coordinating with appropriate system architects/engineers to resolve any issues or troubleshoot M&S tools being used and provide resolution to obtain the needed capability.
  • Experience with wargame design, operation and analysis; simulation integration; and data analytics and visualization, and developing and executing substantial wargaming and/or defense analysis projects with government sponsors.
  • Skilled in using personal computer and standard office automation systems (e.g., Microsoft Office, MS Project)
  • Secret clearance with ability to attain and hold a TS clearance.

Desired:

  • Active TS clearance.
  • Master’s in data science, computer science, software engineering, applied mathematics, or related technical curriculum.
  • 2 years of project programming and data visualization experience.
  • Knowledge of systems or models in wargame analysis or M&S and an understanding of data visualization for DOD wargames and analysis.
  • Experience with different variations of M&S tools which include Human-in-the-loop, discrete event, system dynamic, and geospatial programs.
  • Experience in government or private analytical organizations with a focus on capability development or resource planning in support of DoD, Joint, or Military Department planning and execution.
