The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

The Critical Infrastructure Group (CIG) within JOID provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.

 

We have a near-term need for a T&E Specialist to support DHS customers located in Washington, DC. This position allows for a hybrid work schedule.

Responsibilities

Develop detailed OT&E strategies; schedules; mission-based test designs; cost estimates; business, performance, and technical architecture; test and accreditation plans, including T&E master plans (TEMP) with POA&Ms, OT&E Concept, detailed method of test, data collection and analysis plans; T&E strategy briefs; operational evaluation frameworks, work breakdown structures, and operational scenarios to evaluate the operational effectiveness, suitability, and resiliency of the system under test. Plan and execute OT&E activities by identifying, coordinating, and collaborating with stakeholders, including outside organizations. Perform modeling and simulation (M&S) requirements development to include identifying and documenting candidate critical measures/response variables. Oversee and be responsible for pre-test, test, and post-test activities and coordination to include the Operational Test Execution Summary Report, Post-Test Data Validation and Scoring, Post-Test Data Analysis, Deficiency/Risk Documentation, System Evaluation, the Operational Test and Evaluation Report, the OT&E Results Summary Brief, post-test Letter of Assessments, and Post-Test Evaluation reviews. Perform Cyber Resilience Test Planning Research, Cyber Resilience SUT/SoS and Schedule Development, Cyber Resilience Test Plan Tabletop, Cyber Resilience Final Technical Planning, Cyber Resilience Test Plan Finalization, Cyber Resilience OT&E Execution, and Cyber Resilience OT&E Post-Test Evaluation and Reporting. Oversee a tracking and management system for test assets, articles, and tools; a configuration management tracking system; and a risk management tracking system. 

Qualifications

Required:

  • Ability to obtain and retain DHS Suitability and/or CBP Background Investigation.
  • Bachelor’s degree with 7+ years of demonstrated operational test and evaluation experience with strong experience managing and overseeing successful implementation of solutions that are designed, engineered, tested, and sustained meeting operational needs.
  • Possess an understanding of the DHS or DoD SELC and DHS Management Directive 102-01, DoD 5000, Federal Acquisition Institute guidelines, and acquisition support for complex system acquisitions.

Desired:

  • Active DHS Suitability or CBP Background Investigation.
  • Experience with the DHS Instruction 026-06-001 and the DHS T&E Management Guide.

Salary transparency pay range for the Washington DC area: $115K- $170K
