The Corporate Growth (CG) team leads SPA’s business development activities in existing and emerging defense and civilian markets. CG’s core areas of responsibility include capture and proposal management, company pipeline development and maintenance, GWAC management, business intelligence research, and the formation of strategic partnerships.

 

SPA has an immediate need for a Senior Proposal Manager.

Responsibilities

As the Senior Proposal Manager, you will work directly with the CG leadership team to generate creative, high-quality proposals for existing and new clients. Drawing on your knowledge of industry best practices and strong leadership and collaboration skills, you engage on multiple proposals in various stages simultaneously while ensuring adherence to SPA’s ISO 9001:2015 Quality Management System. This is a high-visibility position with the opportunity to collaborate extensively with senior management. This position can be supported in proximity to one of SPA’s offices in the DC Metro, Los Angeles, CA or Colorado Springs, CO areas.

  • Leads proposal development process for single award, IDIQ, and task order proposals
  • Manages all aspects of proposal development, including: pre-proposal planning activities, solution and strength development , kickoff meeting, schedule, action/issue tracking, proposal structure, compliance oversight, writing instructions and team guidance, color team coordination and facilitation, and production oversight
  • Develops and maintains the following proposal documents: kickoff materials, master outline and compliance matrix, schedule, storyboards and annotated outlines, writing instructions and templates, proposal team contact lists, and color team review briefings
  • Collaborates with leadership to obtain resources for timely, high-quality proposal submissions
  • Establishes and enforces proposal schedules
  • Facilitates color team review and leads color review recovery by providing guidance on content changes and revisions and driving the proposal team to strategic decisions
  • Develops and maintains the proposal archive and harvests final proposals for reusable content
  • Builds strong relationships across the company and fosters collaborative proposal team culture

 

Qualifications

Required Qualifications:

  • Current Top Secret clearance (or ability to obtain one) and experience preparing and managing classified proposals; TS/SCI clearance a plus
  • Bachelor's degree
  • Minimum of 7 years of Federal proposal management experience in a growth-focused environment
  • Demonstrated experience with large, prime, single-award proposals ($100M+ total contract value)
  • Expert knowledge of MS Office (Word, Excel, PowerPoint), Adobe Acrobat, desktop publishing skills and the ability to conceptualize graphics
  • Professional proposal training (e.g., Shipley course completion)
  • Excellent written and oral communication skills
  • Proactive, process-oriented individual with strong attention to detail
  • Experience effectively managing multiple simultaneous projects
  • Comfortable working with and briefing senior management
  • Flexible, results-driven individual who consistently meets tight deadlines and is able to respond to changing priorities
  • Background in federal and civilian agency proposal management
  • Able to work flexible schedules, including long hours and weekends

Desired Qualifications: 

  • Association of Proposal Management Professionals (APMP) Foundation-level certification
  • Minimum of five years of experience managing U.S. Department of Defense and Intelligence Community proposals
  • Deep familiarity with SharePoint, Virtual Proposal Center, and other industry proposal management software tools
