The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM.  SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

 

We have an upcoming need for a Maintenance, Repair, and Overhaul (MRO) Program Analyst to support the Regional Sustainment Framework (RSF) under the auspices of the Deputy Assistant Secretary of Defense for Product Support (DASD PS). This role is located in Alexandria, VA.

Responsibilities

The candidate will support DASD (PS) with assessments, studies, and analysis to quantify and baseline existing MRO capabilities. This role will require collaboration with the Military Services, Defense Security and Cooperation Agency, USD for Policy, and allies and partner nations. Specific tasks will include conducting assessments to identify allied and partner nation workforce challenges and opportunities; identifying, documenting, and addressing constraints to allied and partner workforce readiness; conducting analyses to identify and quantify allied and partner barriers and restrictions to expansion of MRO capabilities; assessing, compiling, and analyzing existing agreements with allies and partners, and identifying new partnership opportunities; assessing, compiling, and analyzing existing allied and partner organic and commercial MRO capabilities; conducting analyses to support the development and deployment of incentivization mechanisms for capital investments into allies and partner arrangements; and recommending procedures to protect supply chains. The candidate will also be tasked with identifying, assessing, and cataloging U.S. and industry-operated MRO facilities in allied and partner nations, and evaluate their potential to support U.S. MRO demands.

Qualifications

Required:

  • Master’s degree.
  • Active DoD Secret Clearance.
  • 10+ years of experience with conducting studies, analyses, and assessments; a PhD degree can be substituted for two years of experience.
  • Experience staffing and supporting senior leadership.
  • Strong interpersonal skills and a background in achieving consensus among multiple diverse stakeholders.
