SPA's Naval Surface Warfare Analysis Group supports the Surface community and components of the United States Navy by providing program management, requirements management, force development, and readiness support in Washington DC and the Fleet concentration areas. We provide timely, objective, analytic assessments, strategic planning, and expert operational, technical, and acquisition support to the Maritime communities, and related agencies, allies, and partners. We are trusted agents of the senior and operational leadership in the Fleet, OPNAV, NAVSEA, and the Royal Canadian and Royal Australian Navies. We play key roles in providing insights and strategies to address current and emerging challenges to national security and have tremendous impact on our client’s success in solving their most important issues.

 

SPA has an immediate need for a Strategy and Concept Analyst to support the Navy in Arlington, VA.#MC

Responsibilities

You will have the opportunity to 1) Conduct research and analysis to assist the development of strategy and concept documents, including developing, organizing and promulgating decision support materials, 2) Develop methods and metrics to assess and track implementation of Navy strategies and concepts, utilize these to measure implementation, and analyze results to determine implementation effectiveness, 3) Provide research, analysis, and project management expertise related to strategy, concept and guidance document review, approval and release, including collecting and tracking edits and comments, developing and managing comment resolution matrices, and recommending adjudication actions following draft reviews, and 4) Assist in the development of decision materials for senior leader discussions and decision-making evaluations, including PowerPoint Briefs, Action/Information Memoranda, point papers, talking points, draft correspondence and strategic messaging materials.

Qualifications

Required Qualifications:

  • Master’s degree related to international relations, strategic studies, or government
  • Five (5) years of progressive experience in analytic support for strategy, policy, concepts, and/or planning activities
  • Familiarity with current U.S. Navy, Joint, and DoD capstone strategy and policy documents. Broad knowledge of naval strategy and operational concepts and the application of seapower across all domains to achieve national security objectives
  • Three (3) years of experience operating across Echelon 3 or higher staff levels
  • Secret clearance with the ability to obtain and maintain a TS/SCI clearance
