The Intelligence Programs Group (IPG), part of SPA’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community.  We utilize mission-proven, data-driven advisory tools and capabilities.  We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense.  Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA).  Come where you will be part of our high-caliber team!

 

Responsibilities

As a member of the COLOSSUS program, the successful candidate will provide Enterprise Planning and Management support to the customer’s groups and offices. Functional activities will include general Systems Engineering and Technical Assistance (SETA) support, to include development of white papers, briefings, action responses, coordination support, as well as participating on behalf of the supported group/office in enterprise-level activities such as strategy development, governance, investment management, and architecture development. The incumbent will act as a contractor point of contact for office initiatives, coordinate with stakeholders, and proactively ensure that responses meet deadlines. You will be expected to develop executive-level communications and correspondence with a high degree of comprehensiveness, accuracy, and timeliness of written information. Responsibilities may include but are not limited to:

  • Conduct organizational reviews to identify strengths, weaknesses, and opportunities and to evaluate operational effectiveness.
  • Draft, recommend updates, and evaluate the customer organization’s corporate mission, vision, management concepts, practices, and procedures to ensure the aligned office/group adheres to said guidance through its activities and projects.
  • Plan and accomplish goals for the Communications Directorate (COMM) and across subordinate organizations by relying on extensive experience and utilizing best judgment.
  • Develop, implement, and evaluate organizational governance structure and processes to optimize efficiency in decision making and support the achievement of quality outcomes.
  • Research and prepare advice, information, and reports on diverse and complex policy, planning, and operational matters to facilitate informed decision making and planning.
  • Provide issues management and support, responding to emerging issues to ensure effective resolution with minimal risk to the organization.
  • Lead and/or contribute to projects to inform decision making and support achievement of organizational objectives.

Qualifications

Required Qualifications:

  • Active TS/SCI clearance with CI Poly
  • Bachelor’s degree
  • MS with 5+ years or BS with 8+ years of demonstrated performance related to the tasks above
  • Knowledge and understanding of information technology (IT) and IT service management operations
  • Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility
  • Ability to relate professionally with senior Government customers and colleagues
  • Strong written and verbal communication skills
  • Experience supporting the NRO
  • Experience supporting agency IT initiatives with responsibilities in strategic planning, architecting, policy, governance, or portfolio management
  • Self-driven with the ability to direct and/or work independently and/or with multi-organizational teams (Government, federally funded research and development centers (FFRDC), SETA, Developers)

 

Desired Qualifications: 

  • Experiencing supporting and/or advising on NRO IT operations
  • Experience in developing, implementing, and assessing corporate initiatives and frameworks using tools such as maturity models, business process models, project management frameworks, etc.
  • Bachelor’s and/or Master’s degree in Science, Technology, Engineering, or Mathematics
  • Certifications related to functional responsibilities such as but not limited to Certified Enterprise Architect (CEA) or Information Technology Infrastructure Library (ITIL)
