Integrated Warfare Systems Group comprises more than 100 staff that provide program and project management, systems and digital engineering, software, test & evaluation, product support, cybersecurity, international/Foreign Military Sales, strategic communications, and IT support to more than 100 Above Water Sensor, Undersea, and Combat System programs and projects in the Navy’s Program Executive Office for Integrated Warfare Systems (PEO IWS) and customers in Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Office of Naval Research (ONR), Missile Defense Agency (MDA), and the Navy’s Team Submarine Office.

 

SPA’s IWS Group office is located at 20 M Street in Southeast DC, conveniently down the street from our clients at the Washington Navy Yard. #MC

 

Hybrid work is allowed and you must have the ability to work at least 3 days per week in the office on average. Travel up to 25% may be required. #MC

Responsibilities

SPA is seeking a dedicated mid-level Test & Evaluation (T&E) analyst with an active DoD Secret clearance to provide direct support to the AN/SAY-3 Program within the Navy's Program Executive Office, Integrated Warfare Systems, Above Water Sensors Directorate's (PEO IWS 2.0).

 

The candidate will provide Test and Evaluation (T&E) management and support to the PEO IWS 2 I-Stalker Electro-Optic and Infrared (EO-IR) Program. The candidate will primarily provide technical, programmatic, and management services and must have ability to understand and communicate effectively with technical Subject Matter Experts (SMEs) across all levels of government and industry, Principal Assistant Program Managers (PAPMs) and Assistant Program Managers (APMs). Specific responsibilities include the following:

  • Lead the development and execution of the highest priority T&E documents, e.g. Test & Evaluation Program Plan (TEPP) and apply T&E expertise during the planning, execution, and closure of System Engineering Technical Reviews (SETR) and associated SETR walkup events in accordance with the NAVSEA/PEO IWS Technical Review Manual, Technical Interchange Meetings, and Working Group meetings.
  • Lead the planning, execution, and closure of I-Stalker Test Readiness/Execution Reviews as well as lead the T&E planning, execution, analysis, and reporting including contractor testing, engineering testing, developmental testing, and, as necessary any operational testing.
  • Provide T&E presentation materials, develop T&E correspondence support, action item tracking/closure, and weekly reporting of T&E topics.
  • Prepare and/or review technical and programmatic T&E documentation (e.g. T&E planning and strategies, T&E Program Plans, Test Plans, Test Procedures, Test Reports, Trouble Reports, Requirements Traceability Matrixes, Technical Review Action Plans and Summary Reports Statements of Work, Contract Data Requirements List (CDRL) deliverables, T&E Risks, acquisition documents), as well as develop formal T&E related correspondence.

Salaries are commensurate with experience and qualifications, as well as market and business considerations.  Washington, DC Pay Transparency Range:  $100,000 – $125,000.

Qualifications

  • Bachelor’s degree in a STEM discipline
  • 5+ years of T&E experience
  • Active DOD SECRET security clearance, and the ability to maintain it throughout employment

Desired Qualifications:

  • Experience with the US Navy combat systems, sensor systems, and Navy Program Office support
  • Experience working with DoD engineering and acquisition processes
    Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM) or similar field
