The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of Combatant Commands (CCMDs) and transitioning these technologies to military services CCMDs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.

 

We have a near-term need for an Operations Research Analyst to provide onsite support out of SPA's Lorton, VA facility (near Fort Belvoir).

Responsibilities

The candidate will apply expertise in Chem-Bio (CB) data collection and modeling, with a proven track record of advising and assisting in the development of Statements of Work (SOW) for CB data collection trials to support algorithm development. Apply a strong understanding of key indicators and their combinations to inform effective experimentation design. Advise on the exploration, monitoring, and analysis of technologies within warfighter chemical and biological threat experimentations. The candidate will conduct studies, prepare comprehensive reports and documentation to clearly communicate recommendations and conclusions, and develop and apply models to resolve problems and define alternative solutions. Analyze and interpret operations research rules and procedures, identify significant factors and relationships, gather pertinent data, and recommend solutions to senior personnel. The candidate will prepare thorough analyses and documentation considering all alternative approaches, collect and analyze data for trends and metrics, maintain historical records, design and conduct assessments of processes and projects, and conduct cost-effectiveness and cost-benefit analyses.

 

Travel will be required 10-25% of the time.

Qualifications

Required:

  • Bachelor’s degree in Operations Research, Mathematics, or relevant technical field
  • 5+ years experience in an Operations Research metrics and analysis
  • Professional knowledge of a wide range of principles, concepts, and practices of analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures to accomplish essential job functions listed above
  • Active DoD Secret Clearance with ability to attain Top Secret

Desired:

  • Master’s degree in Operations Research, Mathematics, Chemical Sciences, or Biological Sciences
  • Former Military ORS/ORSA Officer
  • Proven experience analyzing data to produce reports and recommendations on improving processes efficiency for U.S. Military Projects
  • Knowledge of and/or experience with DTRA and Chemical/Biological Defense Program
