This role provides programmatic, technical and acquisition support to the PMS 408 (Expeditionary Warfare) Joint Explosive Ordnance Disposal (JEOD) program. SPA is seeking candidates with a strong background in program management, including experience supporting defense or federal programs. Competitive candidates should be somewhat familiar with JEOD tools and equipment and should be able to support the modernization and life cycle sustainment efforts of DOD equipment, including in-service engineering agent (ISEA) tasks associated with market research, engineering change proposal (ECP) management, technology assessments, and then the necessary external activities necessary to account for safety, Cyber, and Integrated Logistics Support requirements for a capability to achieve transition. This role requires a strategic thinker who can proactively engage with cross-functional teams and drive continuous improvement to ensure mission readiness and operational success.

Responsibilities

  • Develop cost estimates, schedules, conduct research for program initiatives, draft necessary documentation for acquisition purposes, and assist in managing program budgets and schedules to support the planning, sustainment, and modernization of IT systems and digital tools.
  • Proactively support the Assistant Program Manager (APM) by supporting the modernization and life cycle sustainment efforts of DOD equipment; drafting and preparing briefings, staffing plans, and monthly reviews; and tracking actions/minutes for variuos service providers
  • Help lead planning and execution efforts for software development and deployment across multiple platforms and systems.
  • Support system lifecycle activities including software development, deployment, maintenance, updates, and user support to maintain system reliability and minimize downtime.
  • Explore and plan the integration of emerging technologies to improve operational efficiency and mission effectiveness.

Qualifications

Required Qualifications:

  • Bachelor’s degree from an accredited college or university in a recognized engineering, scientific, mathematics, or technical discipline
  • 10 or more years of qualifying experience, including at least 3 years of experience supporting a Navy of Joint acquisition program
  • Demonstrated knowledge of the Navy acquisition process, with the ability to generate, evaluate, and guide technical reports, briefings, and other stakeholder communications

 

Desired Qualifications: 

  • Master of Science degree in a recognized engineering, scientific, mathematics, or technical discipline from an accredited college or university
  • Experience with the Navy Program Objective Memoranda (POM) and budget planning cycle
  • PMP or DAWIA certification
