The Chief Capability Officer (CCO) is a senior executive responsible for defining, integrating, and evolving the company's technical, operational, and strategic capabilities to deliver superior mission outcomes and sustain competitive advantage in the national security sector. Reporting directly to the President, the CCO leads the enterprise-wide capability strategy, oversees technical and domain experts, ensures excellence in data management, and drives innovation to support both current program success and long-term growth.

Responsibilities

Strategic Capability Leadership

  • Define and execute the enterprise capability roadmap aligned with National Security priorities, customer missions, and evolving threat environments.
  • Lead strategic initiatives that integrate technology, domain expertise, workforce development, and enterprise systems into mission-ready capabilities.
  • Serve as a key member of the Senior Leadership Team (SLT), contributing to overall corporate strategy and investment decisions.

 

Technical Excellence & Innovation

  • Oversee the company's Technical and Domain Fellows Program, ensuring alignment with mission priorities and deep subject matter expertise in critical areas (e.g., cyber, AI/ML, space, intelligence, Homeland Security, logistics, Submarine Warfare, etc..).
  • Guide the selection, development, and deployment of fellows to support enterprise programs, solutioning efforts, and strategic pursuits.
  • Partner with the 02I, CIO, and Division and Functional leaders to assess and develop emerging technologies into mission-ready solutions.
  • Foster a culture of technical excellence, continuous learning, and cross-domain collaboration.

 

Enterprise Data Strategy & Management

  • Oversee enterprise data strategy, governance, and lifecycle management to ensure secure, compliant, and effective use of mission-critical data.
  • Drive the integration of data analytics and decision-support tools into business operations, customer solutions, and internal reporting.
  • Champion data-driven innovation and promote interoperability, quality, and accessibility of data assets across the company.

 

Mission Integration & Operational Support

  • Ensure enterprise capabilities are integrated into program execution and customer delivery with measurable impact.
  • Lead enterprise capability readiness assessments and provide direct support to capture, proposal, and solutioning teams to position differentiated offerings.
  • Maintain deep situational awareness of customer environments to anticipate future capability needs.

 

Talent & Workforce Capability Development

  • Work closely with the CPO to develop strategic workforce initiatives, including technical career paths, communities of practice, and training aligned with future capability areas.
  • Serve as an executive sponsor for internal talent programs and capability development pipelines, ensuring a mission-driven, technically advanced workforce.
  • Provide career development, mentorship, and visibility for technical leaders and high-potential employees.

 

External Engagement & Representation

  • Represent the company's capability vision and technical depth in engagements with senior government stakeholders, partners, and industry leaders.
  • Actively participate in national security and technology forums, contributing thought leadership and shaping industry trends.

Qualifications

Required Qualifications:

  • 15+ years of experience in national security, defense, or intelligence organizations with a focus on technology, operations, and strategic development.
  • Proven leadership in capability development, technology strategy, and technical talent management at the enterprise level.
  • Demonstrated experience managing technical or domain fellowship programs and/or centers of excellence.
  • Strong understanding of enterprise data management, analytics, and governance frameworks.
  • Excellent interpersonal, communication, and leadership skills, with the ability to engage senior stakeholders and cross-functional teams.
  • Bachelor's degree in engineering, computer science, national security studies, or related field; advanced degree preferred.
  • Active Top Secret / SCI clearance (or ability to obtain and maintain).
