Within SOSD, the Surety Programs Group supports the management of complex safety, security, and reliability programs for High Reliability Organizations (HROs). We provide decision-support products that help senior-leaders integrate across the multi-faceted elements of large security programs. Our focus is on intelligent development of policies, procedures, organizational structure, security solution concepts, and Concepts of Operation (CONOPS) supported by integrative assessments (e.g., Modeling and Simulation (M&S), threat analysis, risk analysis) and verified by subject-matter-expert (SME) based inspections.
Development of system level engineering requirements from governing policy and performance assessment recommendations. Review of preliminary and critical designs, and subsequent configuration changes, to ensure compliance with established security requirements. Review of engineering policy instructions and process directives to preserve security stakeholder equities in the engineering design process. Development of methodology to determine system effectiveness against identified critical capabilities and required operational availability (Ao) of identified subsystems. Manage system-level requirements allocation database. Manage the capture and representation of program-level operational and programmatic (cost, schedule, and technical) risk. Verify data supporting system effectiveness assessments and hardware qualification testing. Maintaining close and continual contact with the primary customer (GS14/O5 level) in the communication of needs and expectations. Leading collaborative working groups, both internally and with customer stakeholders. Developing relevant products and briefing their content to the customer and other stakeholders.
