  • Overview

    The Cyber, Acquisition, Intelligence Group (CAIG) supports the Office of the Under Secretary of Defense for Research and Engineering’s (OUSD(R&E’s) Joint Acquisition Protection and Exploitation Cell (JAPEC) which is led in partnership with the Office of the Under Secretary of Defense for Intelligence (OUSD(I)).  The Senior Military Operations Analyst position will be located at the DoD Cyber Crime Center (DC3) in Linthicum, MD but may be required to attend meetings in the National Capital Region (e.g., Mark Center, Pentagon) and occasionally Quantico and/or Chantilly, VA.

    Responsibilities

    Particular focus will be on the protection of controlled technical information (CTI) efforts across the DoD enterprise. Horizontal protection of CTI is a high priority to the DoD and is critical to preserving the competitive advantage and technological superiority of the United States as well as the proprietary information of the defense industrial base (DIB).  The individual will provide direct on-site support to the Office of the Under Secretary of Defense for Research and Engineering’s (OUSD(R&E’s) Joint Acquisition Protection and Exploitation Cell (JAPEC) Acquisition Team located in Linthicum, MD by performing the following duties:

    • Provide an initial engineering and technical assessment of critical DoD acquisition programs and technologies.
    • Liaise with a team of technical subject matter experts to provide a more in-depth assessment focused on CTI underpinning technology.
    • Interface with DoD Program and Component acquisition organizations.
    • Integrates technical analysis into JAPEC Case Integrated Products.
    • Identifies potential cases for case manager based on reported cyber incidents.
    • Serves as liaison with the Office of the Secretary of Defense (OSD) Damage Assessment Management Office (DAMO), and the Military Department DAMOs.
    • Integrates DAMO products into JAPEC analysis, as appropriate.
    • Assist with OSD DAMO case triage and analysis, as required.
    • In addition the candidate may be required to complete quick-turn ad-hoc reports identifying threats to technologies (e.g., JAPEC reviews for Committee on Foreign Investment in the United States and OUSD(R&E’s) International S&T Engagement Office).

    Qualifications

    Required

    • Bachelor’s degree or higher is required; Engineering, Computer Science, or Applied Science.
    • 10+ years of experience with at least 7-years supporting DoD acquisition programs or technology development.
    • 3+ years of experience serving as a liaison between Program Office and Oversight organizations.
    • Skilled in DoD acquisition program systems engineering and weapon systems resiliency techniques.
    • Knowledge of Defense acquisition policy.
    • Knowledgeable in one of the following: supply chains, requirements analysis, test and evaluation, and DIB Cyber Security Policy.
    • Proficiency with computers, search-functionality, databases, and analytical tools.
    • Strong analytical and writing skills.
    • Demonstrated ability to conduct analysis linking, acquisition, engineering/technical, and military performance/operational impact information.
    • Active Top Secret Clearance with SCI eligibility.

    Preferred Qualifications

    • Graduate Degree.
    • Experience with DoD acquisition documentation focused on system design and engineering.
    • Operational experience with DoD weapon systems.
    • Ability to work both independently and with personnel from multiple organizations.  Demonstrated ability to work from high-level, limited and evolving guidance in order to produce timely and effective results is highly desirable.
