  • Overview

    Within SOSD, the Strategic Operations and Surety Division (SOSD), the Strategic Development Group (SDG) delivers program planning, system engineering, financial analysis, safety analysis, logistics management support, CONOPS development, deployed systems support, and trade/risk analyses in support of a Navy Strategic Systems Programs (SSP) hypersonic program.

    Responsibilities

    Support a fast-moving, Navy, conventional weapons development program by providing budget planning and execution support to the Business Financial Manager (BFM) and the supporting team.  Requires frequent interface with the support contractors and other government agencies. Assists in tracking commitments, obligations, and expenditures. Prepares budget reports for the BFM.  Provides obligation and expenditure performance analysis to Navy Task Leads in their respective areas.  Assists in drafting budget justification documents, interagency agreements, and budget briefs.

    Supports development of the Program Objective Memorandum (POM).

    Qualifications

    • Bachelor’s degree.
    • Minimum of 2 years’ experience supporting the Department of Defense (DOD).
    • Must be able to work independently, take the initiative, and possess strong attention to detail.
    • Adaptable to frequently changing requirements in a fast-paced environment.
    • Ability to synthesize large financial datasets within Excel.
    • Effective oral and written communication skills. Proficient with MS Office applications including Word, Excel, and PowerPoint.
    • Position requires ability to obtain a Secret security clearance.

    Preferred Qualifications

    • Navy ACAT I experience working with a program budget.
    • Knowledge of the Navy Enterprise Resource Planning (ERP) system.
    • DAWIA Business Financial Management Level I certification.
    • Certified Defense Financial Manager.
    • Ability to create Excel Pivot Tables, Macros, and utilize Excel Visual Basic for Applications (VBA).
    • Experience with task automation.
    • Experience with NAVSEA Enterprise Planning System (NEPS).
    • Top Secret security clearance.
