  • Overview

    As a Cleared Defense Contractor (CDC), SPA has entered into a Security Agreement with the Department of Defense to ensure that all sensitive government information entrusted to the company is protected from unauthorized disclosure. The Security team’s role is to ensure that SPA complies with the National Industrial Security Program (NISP) for the handling, storage and disposition of classified material entrusted to the company.   This is especially critical as the programs and activities that SPA supports are vital parts of the Defense and Security systems of the United States.

    Responsibilities

    AFSO responsibilities will include assisting the FSO with the following:

    • Management of the information, personnel and physical security programs within a USG accredited facility.
    • Arbitrating policy and processes regarding personnel and facility clearances.
    • Shepherding clearance applications and reinvestigations.
    • Supporting DoD reporting requirements as it relates to personnel, facility and other aspects of our security program such as, for example, insider threat or adverse information reporting.
    • Assisting the FSO with creating, coordinating, and implementing security policies and procedures pertaining to the safeguarding of classified information according to the NISPOM.
    • Maintaining and updating all personnel security files.
    • Participating in annual DSCA and other government security inspections.
    • Handling classified visits both inside and outside of the company.
    • Assisting with briefing and debriefing of all new and current employees.
    • Overseeing processing and onboarding security paperwork for all new hires as it relates to the SF312 and JPAS.
    • Working with federal security officers to ensure contract compliance related to personnel.
    • Handling the processing of all DD-254 as prime and subcontractor.
    • Operating multiple security databases (e.g., JPAS, DISS, SWFT, SPOT, NISS, ACCS, etc.).
    • Responding to Security Helpdesk issues.
    • Managing the outgoing visit clearance process including but not limited to the Pentagon access roster and outgoing staff clearances.
    • Controlling access to the cleared facility through oversight of physical security systems including employee/customer badging.
    • Overseeing maintenance, installation, upgrading and servicing of physical security systems to include the periodic testing of the alarms.
    • Maintaining in-depth knowledge of state-of-the-art security equipment standards and technology.
    • Maintaining and analyze statistical security data for monthly reports.
    • Other security related duties as assigned by the FSO.

    Qualifications

    • 5 to 7 years of security experience in a DoD or Government environment.
    • Thorough knowledge of the National Industrial Security Program Operating Manual (NISPOM) requirements pertaining to the general safeguarding, control, transmission, disposition, and retention of classified material; and knowledge of security classification and required classification markings.
    • Conversant with international security requirements such as disclosure to foreign interests, international visits, and control of foreign persons; possess knowledge of subcontract administration pertaining to DD Form 254.
    • Working knowledge of automated security management systems (experience with Integrated Security Management System (ISMS) is a plus) to oversee the handling of classified material, personnel and other security documentation required per the NISPOM.
    • Prior training and certifications in applicable DoD Industrial Security programs and policies. 
    • Experience processing employees for Personnel (Security) Clearances (PCL) by the use of Government-specified processes such as the Electronic Questionnaire for Investigation Processing (e-QIP).
    • Experience with U.S. Government programs such as the Joint Personnel Adjudication System (JPAS), National Industrial Security System (NISS), and Defense Information System for Security (DISS) and Secure Web Fingerprint Transmission (SWFT).
    • Experience in the requirements of the Defense Counterintelligence Security Agency (DCSA) Comprehensive Security Review (SCR) / Security Vulnerability Assessment (SVA) as well as internal self-inspection to ensure compliance with the National Industrial Security Program (NISP).
    • Experience with Communication Security (COMSEC) duties and responsibilities (including inventory, distribution and destruction through the Distributed INFOSEC Accounting System (DIAS)) for compliance with National Security Agency (NSA) regulations/requirements.
    • Working knowledge of the Intelligence Community Directives (ICDs) manuals as it relates to the general safeguarding, control, transmission, disposition and retention of classified material.
    • Ability to maintain a high level of confidentiality and professionalism. Must work with a sense of urgency, integrity, and ethics.
    • Strong written and verbal communication skills and the ability to work with all layers of management and personnel. 
    • Familiar with the full suite of Microsoft Office software applications. 
    • TOP SECRET security clearance. 

    Preferred:

    • Bachelor's Degree and five to seven years of industrial security work experience or equivalent experience.
    • Documented completion of a FSO Program Management for Possessing Facilities Course and other Defense Counterintelligence Security Agency (DCSA) Center for Development of Security Excellence (CDSE) security training certificates.
