  • Overview

    The Joint Space and Strategic Capabilities group provides program management and engineering services to a variety of government agencies and industry partners.  Our customers include the USAF Nuclear Weapons Center, US Strategic Command, DARPA, and Air Force Space Command. We specialize in acquisition support, modeling, simulation, and analysis, and systems engineering.

    Responsibilities

    This position will support the new USSTRATCOM NEC Requirements Division in collecting, consolidating, and conducting initial verification and de-confliction of NC3 requirements prior to submission into formal DoD requirements processes within the Joint Staff, Services, and Agencies.

    Responsibilities include assisting the government in the following areas:
    • Identification, prioritization, and advocacy of CCMD, White House Military Office (WHMO), and other stakeholders’ Global and Regional NC3 requirements for submission into the DoD requirements process.
    • Developing, defining, and maintaining a flexible, rapid, iterative requirements process.
    • Identifying ownership for development of requirements documents.
    • Supporting others (Services, WHMO, system owner, etc.) in drafting and writing capability documents.
    • Identifying risk issues for resolution based upon operational risk.
    • Providing prioritization guidance to Office of the Under Secretary of Defense, Research and Engineering ((OUSD) (R&E)) in their efforts to align research and development, prototyping and innovation activities that will help shape the next generation of the NC3 enterprise architecture.
    • Issuing guidance for development of C2 and CONOPS that define the NC3 Enterprise Operational Architecture.
    • Representing NC3 equities at all FCBs and JCBs/ Joint Requirements Oversight Councils.
    • Representing NC3 Enterprise issues at working groups, Councils, boards and other forums.
    • Developing and maintaining NC3 Enterprise Capability Roadmaps and the authoritative NC3 Systems List.
    • Developing and issuing NC3 Enterprise Capability Planning Guidance and developing NC3 Enterprise Integrated Priority list.

     

    Qualifications

    Required

    • At least 10 years of experience in Nuclear Command, Control, and Communications (NC3) guidance; experience in articulating interoperable capabilities; experience with NLCC requirements derived from national, DoD, and CJCS guidance with specific knowledge of:
      • CJCS Emergency Action Procedures.
      • USSTRATCOM Emergency Action Procedures.
      • CJCS Instructions – 6810.01, 6811.01, 3280.1, 3265.01, 5119.1; CJCS OPORD 2CY; PPD-35; PPD-24; PPD-40; and DoDI 5100.44.
    • Experience working with US Government Interagency functions and processes; or experience analyzing and synthesizing multiple interagency products such as reports, meeting minutes, and speech transcripts in order to create requirements to support strategic nuclear operations is desired.
    • At least 5 years of experience in the following:
      • Developing Command responses for Senior-level decision documentation (similar to CONOPS, Integrated Priority List, Analysis of Alternatives) at the Combatant Command, Joint Staff, or DoD OSD levels. and
      • Staffing complex packages and adjudicating content.
      • Participating in various key Nuclear Command and Control (NC2) forums (NLCC Issues Working Group, NC3 Issues Working Group, NLCC Capabilities Integration Team, NLCC Executive Management Board, NLCC Senior Steering Group, Deputy’s Management Action Group, Council on National Leadership Command, Control, and Communications System, and others).
      • Experience working with non-NC2 senior level (O-6 above) forums is allowed as an alternative (e.g. Issue working groups, Stakeholder working groups, Cyber, Functional Control Boards, etc.)
    • At least 3 years of JCIDS experience in the following:
      • Conducting Capability Based Assessments and developing Initial Capability Documents, Functional Capabilities Board and Joint Capabilities Board processes.
      • Identifying DOTMLPF Change Recommendations as they relate to NC3 equities.
    • Top Secret/SCI clearance level.
