  • Overview

    Simulation, Operational Analysis & Wargaming Group (SOWG) conducts technical analysis, wargames, and provides on-site staff augmentation services for OSD, DARPA, SCO, USINDOPACOM and other key Department of Defense organizations.

    Responsibilities

    Use a mixture of hard and soft skills in Quantitative and Qualitative Methods, basic-to-advanced Analyst skills, and AO-level staff skills to write, edit, and staff directive, decision, and strategy documents in the C2E2 portfolio.  Lead or participate in Action Officer and Planner level working groups, conduct data mining, multi-source research, face-to-face interviews, and other survey or collaborative techniques to gather information.  Consume and apply the National and DOD strategic guidance (e.g. National Security Strategy, National Defense Strategy, Combatant Commander Exercise Engagement and Training Transformation (CE2T2) Program Goals and Objectives (PG&O), CE2T2 Program Execution Plan (PEP)) in preparing or responding to correspondence within the organization.  Develop and critique performance indicators.

    Qualifications

    Required

    • Master’s Degree plus 1 year professional experience OR Bachelor’s Degree plus 3 years of professional experience.
    • Ability to perform Action Officer (AO) administrative staffing duties required by initiatives within the Joint Assessment and Enabling Capability (JAEC) portfolio, including drafting and completing DOD staff work; gaining consensus among peers; and leading working groups.
    • Basic knowledge of Exploratory Data Analysis with associated data visualization techniques and basic descriptive statistics to perform data analysis.
    • Journeyman-to-expert level experience with the analytic software package R (The R Project for Statistical Computing).
    • Ability to merge data skills and design thinking to create graphics and visuals to aid in analytic storytelling.
    • Ability and maturity to communicate effectively at Flag and Senior Executive Service (SES) levels within the
    • Department of Defense (DOD) and to engage with partners and stakeholders throughout DOD and other government agencies.
    • Microsoft Office Suite Intermediate competency.
    • Journeyman ability using MS Access to create databases and produce data queries, including the ability to read and write basic SQL statements.
    • Experience using an enterprise-level social collaboration platform to create, share, and preserve knowledge (e.g., milSuite; DODTechSpace, APAN, Slack).
    • Security Clearance:  Active Final Secret Clearance (DoD).
       

    Preferred Qualifications

    • Understanding of current and emergent operational requirements and capabilities of the Combatant Commands, Services, the Joint Staff, and other CE2T2 stakeholders.
    • Capability to develop and utilize light custom software tools using Visual Basic for Applications (VBA), VB.Net, Python, or other similar high-level programming language.
    • Familiarity with Share Point advanced functionality.
