Facilities Engineering Technician

Within the Strategic Operations and Surety Division (SOSD), the Strategic Development Group (SDG) delivers program planning, system engineering, financial analysis, safety analysis, facilities and logistics management support, CONOPS development, deployed systems support, and trade/risk analyses in support of Navy Strategic Systems Programs (SSP).


The position to be filled supports the Naval Ordnance Test Unit (NOTU) on-site at Cape Canaveral Air Force Station (CCAFS) in project management, oversight of facility projects and trouble calls, liaison with government and contractor personnel, and tracking repairs, maintenance, and construction projects to completion. 


Facility Project Management, Oversight and Engineering Support


  • Provide on-site project management support at NOTU Headquarters.
  • Project management and oversight for facility construction projects as assigned. This includes coordinating project design, defining project scope of work, reviewing government and contractor estimates, defining project length and completion date, and coordinating project funding with Facilities Program Analyst. Provide quality assurance during project implementation, and ensure proper closeout of paperwork at project completion. 
  • Provides oversight in the performance of trash, custodial, grounds maintenance and refuse efforts. Works closely with Air Force Civil Engineering (AF CE), base contractor, and Fleet Ballistic Missile (FBM) contractors. 
  • Interface and liaison with Air Force, Navy, and DOD contractors on repair projects. 
  • Conduct tours and zone inspections of facility buildings. 


Facility Maintenance


  • Manages Facilities Trouble Call desk for facility maintenance and repair of all Navy assigned buildings on the Eastern Range (ER). This includes submittal of work requests to base maintenance contractor and coordinating work with Air Force Civil Engineering.  Position works closely with Facilities Program Analyst to monitor and track associated Job Order Numbers (JON). Maintains status of work in progress and provides completion data. Logs and tracks reported deficiencies through completion. Ensures compliance with internal and external direction regarding maintenance of critical Strategic Weapons System (SWS) processing facilities. 
  • Works with AF CE and Base Maintenance contractor in the establishment and implementation of a preventative maintenance program to maintain and control the quality of facilities and services for all Navy-assigned buildings on the ER. 
  • Participates in and records results of periodic facilities inspections by internal and external teams. Coordinates reports and maintains inspection records. 
  • Works closely with the Facility Branch's unfunded project list database compiling inputs from division engineers, resident contractors and command divisions and branches. 
  • Utilize MAXIMO project database to status and track maintenance to completion. 
  • Understand HVAC and Mechanical systems, repair, and maintenance. 


  • BS in Engineering or Technical related field.
  • 5+ years’ experience in project management, facility maintenance, construction, and repairs.
  • Extensive HVAC and mechanical system and repairs knowledge.
  • Strong interpersonal skills.
  • Demonstrated ability to clearly communicate (verbal and written) complex and technical concepts and issues.
  • Demonstrated ability to dependably manage complex situations involving multiple stakeholders.
  • Demonstrated ability to manage multiple issues and projects simultaneously.
  • Must be able to obtain a US DoD Secret Clearance.


  • Post graduate degree in Engineering or Technical related field.
  • DAU Certified Program Manager, DHS Program Manager Certification, or PMP.
  • Current DoD security clearance
