  • Overview

    SPA’s Emerging Markets Group is responsible for a broad range of analytical, systems engineering, independent assessments, strategic planning, and technology research, development, testing and evaluation (RDT&E) programs in support of new SPA markets, as well as the company’s San Diego office and portfolio.#


    SPA provides an independent performance assurance team to a Department of Energy (DOE) site with a broad and complex mission set. Our team fulfill a performance assurance function, providing technical services in support of Strategic Initiatives and Contractor Assurance Directorates.


    Conduct performance assurance and independent assessments for a wide range of activities at a National Nuclear Security Administration (NNSA) site. Scrutinize processes and actions to identify minor issues before they become significant issues. Identify areas for increased efficiency. Monitor program to ensure work scope, schedule, and budget are well defined and maintained.


    • Bachelor’s Degree.
    • 5+ years of experience as a program analyst with analytical and technical and expertise, comfortable interfacing with clients, team partners, and other stakeholders in the national security mission space.
    • Must have expertise in designing and conducting program or organizational assessments and have familiarity with evaluation techniques, models, methods, data collection (including questionnaire, interview and survey design) and analysis, and process improvement techniques to include performance measure development and benchmarking.
    • Prior experience assessing program and project management processes to determine effectiveness and make recommendations for improvement.
    • Must be able to think critically:  To compile and interpret data from multiple sources (e.g., site observations; strategic, policy, and regulatory guidance documentation, etc.) and to generate well-written and concise deliverables.
    • Must contribute to corporate efforts to tailor and present Assessments methodologies and approaches to internal SPA and external customers.
    • Shall be knowledgeable of mission areas and domains pertinent to national and homeland security stakeholders (e.g., DOE, Department of Defense, Department of Homeland Security).
    • Must be able to travel up to 25%.

    Preferred Qualifications

    • Experience with DOE laboratory complex and relevant information technology systems, codes and regulations.
    • Familiarity with quality/process improvement methodologies such as ISO 9001, CMMI, Lean Six Sigma, etc.
    • Active DoD Top Secret and/or DOE Q clearance.
