SPA seeks a passionate and dedicated Action Officer to engage with the research and development community to organize meetings, develop briefings to technical and non-technical audiences, and interact with multiple internal and external personnel with excellent communication, project management, and organizational skills on a daily basis. Provide Advisory and Assistance Services (A&AS) to the client applying basic and advanced scientific principles, with a focus on emerging biotechnology sector including horizon scanning for gene editing technologies, lipid nanoparticles, viral pathogens of concern, gene editing, CRISPR, synthetic bio, biotechnologies, toxins, acetylcholinesterase (AChE) reactivator chemistry, Organophosphate (OP) agents including Fourth Generation Agents (FGAs), Pharmaceutical Based Agents (PBAs), and other emerging chemical threat agents. The successful candidate will join a cross-functional team of interdisciplinary technical SMEs supporting DTRA program managers, performers, and customers in the development, demonstration, and transition of advantageous capabilities. Will support systems development, assessment, and refinement from concept formulation through implementation, operation, and disposal. Employ interdisciplinary techniques to define and evaluate systems functionality including operational concepts, requirements definition, system architecture definition and development, analysis of alternatives, modeling and simulation, element integration, predictive measures, technical evaluation, detailed design and production, risk assessment, cost analysis, test and evaluation, and process improvement. The Program Manager (PM) serves as the primary leadership point of contact for Contractor support allocated to the contract, directs hiring and assignment of contract personnel, coordinates subcontractor partnerships, oversees the accomplishment of the tasks supporting the agency CIO and Director of Communications Systems, and ensures the delivery of the associated CDRLs. You will work closely and substantially with program Contracting Officer’s Technical Representatives (COTRs) and ensure program objectives are achieved within stringent costs, schedule, and technical performance requirements. You will be required to utilize tools for tracking budgets, spend plans, funding obligation and execution, and other programmatic needs. Using these tools, you will coordinate with stakeholders as directed to obtain funding data, resolve issues, identify discrepancies, and produce reports related to budget status. SPA is seeking an experienced Acquisition Program Analyst to support OSD oversight of Nuclear Triad sustainment and modernization, with a primary focus on providing acquisition expertise to cover programs such as Sentinel and LRSO in support of the Deputy Assistant Secretary of Defense (DASD) for Strategic, Space, and Intelligence Portfolio Management (SSIPM) in the Strategic Deterrence and Capabilities (SDC) Directorate. You will be responsible for development of decision-ready material for senior leaders and asked to apply the initiative to navigate headquarters and acquisition processes to support the DASD portfolio management responsibilities.
