The SPA Joint Space and Strategic Capabilities (JSSC) Group provides support to space and strategic missile clients across the U.S. The JSSC group has a need for an individual who can serve as a senior program financial analyst/planner, budget manager, program controller, and resource manager in Colorado Springs, CO.  The work location will be at Schriever AFB and Peterson AFB, supporting the US Space Command Program Management Office (PMO)customer. This position is expected to be funded by 1 May 2020. The individual will develop financial plans, identify resource/funding requirements, and manage program execution activities associated with the design and build of the National Space Defense Center (NSDC) and other secure facilities. We are seeking a highly experienced candidate who has performed a wide range financial planning and execution tasks for large government organizations, with particular experience in standing up new organizations.  Deep knowledge of the DoD Programming, Planning, and Budgeting Execution System (PPBES) is a must.




Analyze near, mid, and far-range funding needs for design, construction, operations, and sustainment of major military facility projects.


Develop and maintain program budget/resource requirement documents, with supporting rationale and justification.


Collaborate with facility project stakeholders to ensure programming and planning activities are coordinated and documented.


Develop associated program requirement briefings to PMO leadership, USSPACECOM leadership, and US Space Force staffs responsible for building Program Objective Memorandum (POM) inputs. 


Review operating and maintaining budgets to analyze and predict trends in resource requirements.


Maintain program financial plans and records in PPBES tools and systems utilized by US Space Force and the PMO.


Required Qualifications:

  • 15 + years of experience in related field.
  • Experience with DoD Program, Planning, Budgeting, and Execution System (PPBES).  
  • TS/SCI necessary due to access to information daily in support of USSPACECOM PMO efforts.


Desired Qualifications: 

  • Bachelor’s Degree in finance or accounting preferred, but not required.
