SPA’s Emerging Markets Group is responsible for a broad range of analytical, systems engineering, independent assessments, strategic planning, and technology research, development, testing and evaluation (RDT&E) programs in support of new SPA markets, as well as the company’s San Diego office and portfolio.


SPA has a near term  requirement for a Net Assessments Task Lead in support of DHS clients. 


The successful applicant will lead SPA efforts in support of a DHS client in its efforts to develop the expertise (staff, tools, etc.) and analytical underpinnings of an internal DHS Net Assessment capability. The Task Lead will manage SPA data collection, research, and operational analytical efforts; liaise with customers and partner companies to ensure on-time and on-budget delivery of products; and report to SPA senior management.


  • Bachelor's degree in a relevant field
  • At least ten years’ operational and/or analytical experience in the national security mission space; five years’ experience leading teams and managing budgets for small and medium-sized tasks and projects   
  • Experience with program analysis/management, analytical and technical net assessment, and customer/client interface within national security mission space
  • Detailed knowledge of DHS missions, domains, components, organizations, and strategy and policy guidance and documentation, to include risk and threat assessments
  • Active DoD Top Secret clearance and ability to attain DHS Suitability

Desired Qualifications

  • Master’s Degree in international relations, data analysis, operations research, or related field
  • Experience developing methodologies and approaches that identify technology and investment opportunities that can improve national security mission success across multiple domains
