As a Cleared Defense Contractor (CDC), SPA has entered into a Security Agreement with the Department of Defense to ensure that all sensitive government information entrusted to the company is protected from unauthorized disclosure. The Security team’s role is to ensure that SPA complies with the National Industrial Security Program (NISP) for the handling, storage and disposition of classified material entrusted to the company.   This is especially critical as the programs and activities that SPA supports are vital parts of the Defense and Security systems of the United States.

 

SPA has an immediate need for a Contractor Special Security Officer (TS/SCI). #IN123 #CJ

Responsibilities

The CSSO’s responsibilities will include assisting the Security Manager with the following:

  • Ensure the implementation of security measures in accordance with applicable the Director Central Intelligent Directives (DCIDs), Intelligence Community Directives (ICDs), National Industry Security Program Operating Manual (NISPOM), other guiding government regulations, and local SPA procedures.
  • Control, track and process incoming/outgoing intelligence community classified visit requests and assist with outgoing classified visits in accordance with, as needed.
  • Conduct periodic self-inspections and security incident investigations; document results and corrective actions taken.
  • Provides guidance and assistance for processing e-QIP, SCI billets, and eligibility requests. Conducts SCI security briefings, indoctrinations, and debriefings; obtains signed Nondisclosure Agreements; and performs other related personnel security actions.
  • Controlling access to the cleared facility through oversight of physical security systems including the secure facility’s access control systems and employee badging.

Qualifications

Required Qualifications:

  • Active TOP SECRET government security clearance with SCI.
  • Candidate must have 5-7 years of security experience in an Intelligence Community (IC) environment; thorough knowledge of the Intelligence Community Directives (ICDs), Intelligence Community Policy Guidance (ICPG), the DoD Manual 5205.07 Volumes 1-4, DoD Manual 5105.21 Volumes 1-3, DoD 5220.22-M and related Industrial Security Guidance Manuals and Special Program Security directives. 
  • Candidate will develop, obtain approval for, and implement security policies, procedures, and documentation specific to the program(s) such as Standard Operating Procedures (SOP) and addendums, Operation Security (OPSEC) Plans, Concept of Operations (CONOPs), and other security related documents
  • Candidate must have experience processing employees for Personnel (Security) Clearances (PCL) by the use of Government-specified processes such as the Electronic Questionnaire for Investigation Processing (e-QIP). Experience with U.S. Government databases such as Scattered Castles, the Joint Personnel Adjudication System (JPAS), the Defense Information System for Security (DISS) and Secure Web Fingerprint Transmission (SWFT).
  • Seeking individuals with extensive experience and understanding in the management of a secure facility and the ability to write and coordinate Fixed Facility Checklists.
  • Individual must have strong written and verbal communication skills; the ability to work with all layers of management and personnel.  Subject should be familiar with the full suite of Microsoft Office software applications. 
  • U.S. CITIZENSHIP IS REQUIRED. 

 

Desired Qualifications: 

  • High School Diploma and 7+ years of directly related experience, or Bachelor's degree and 5 years of related experience
  • Documented completion of a Contractor Special Security Officer (CSSO) and other IC security training certificates is preferred.
