Systems Planning and Analysis, Inc. A new division of SPA will assist our client with developing leading edge technologies to counter Weapons of Mass Destruction (WMD) in support of combatant commands (CCMDs) and transitioning these technologies to services and Special Operations Command (SOCOM). SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat (C-IT) and Counter Improvised Threat Network (CTN) technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations. 


SPA has a future need for a mid-level or senior level Scientist/Engineer, CWMD Technologies. #IN123


Primary technical interface with the client, responsible for the quality, quantity, and timeliness of the work required to satisfy the contract on a range of technical performance including counter WMD technologies, explosives, weapons systems, hard target defeat, counter threat networks, emerging WMD threats, hazard prediction and mitigation, detection, forensics, warfighter assessments and wargaming, survivability issues for US equipment, and IT systems.  Also, brings an understanding of R&D program transition,   Integrates and coordinates work within the department and other departments.  Responsible for risk management and quality control efforts. Applies technical expertise directly to work efforts.


  • Working knowledge of chemical and biological agents, their production, weaponization, delivery/employment, and battlefield effects on personnel and equipment.  Familiar with associated homeland defense issues.
  • Deep understanding of the explosives, modeling,  counter WMD technologies, Counter Threat Networks, Hard Targets, Deeply buried targets, or related work
  • 5-10 years of experience in research and development programs, IC programs, and/or WMD/CBRNE acquisition programs.
  • BS in a related science or engineering field
  • TS Clearance


  • TS SCI
  • M.S and/or Ph.D. in Science, Engineering, Applied Mathematics, or related curriculum;
  • 5-10 Years of Project or Program Management Experience.
  • Specific technical expertise in CWMD detection, survivability, weapons effects, CWMD operations, wargaming, military utility assessments, cUAS, and/or target assessments.
