Systems Planning and Analysis, Inc. (SPA) is a well-established and progressive defense contracting company in the Northern Virginia area just a few miles south of the Pentagon.  We are a professional services firm established in 1972 that has a long-standing reputation for unrivaled technical and analytical support to some of the top decision makers in the Federal Sector. We do state of the art work and have a cadre of outstanding professionals on our team.


A new division of SPA will assist our client with developing leading edge technologies to counter Weapons of Mass Destruction (WMD) in support of combatant commands (CCMDs) and transitioning these technologies to services and Special Operations Command (SOCOM). SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat (C-IT) and Counter Improvised Threat Network (CTN) technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations. 


SPA has a future need for a mid-level or senior level Project Manager, R&D.


Primary technical interface with the client, responsible for the quality, quantity, and timeliness of the work required to satisfy the contract on a range of technical performance.  Provides understanding of operations categorized as  test and evaluation of novel technologies or tactics, techniques, and procedures (TTPs), or a more formal verification and validation effort to prove capability prior to deployment within the military theatre of interest.  Oversee M&S, computer science, and other S&T support activities.  Also, brings an understanding of R&D program transition,   Integrates and coordinates work within the department and other departments.  Ensures proper contract staff recruitment and assignments, prioritization, continuity and retention. Helps integrate and communicate across RD through continuous interaction with other contractor and government staff. Applies technical expertise directly to work efforts.



  • Key knowledge of applying science and technology development to POM builds and PPBE, and finding solutions to technical questions in a department wide venue.
  • Experience providing advisory services, analysis, and products at the Senior Executive and/or Flag Officer level on CWMD, CBRNE, and/or Threat Networks
  • 5-10 years of experience in  R&D and/or S&T Programs
  • MS in Physics, Nuclear Physics, Chemistry, Biochemistry, Mathematics, or a related science or engineering field
  • An active TS Clearance; SCI eligible


  • An active TS SCI security clearance.
  • PhD in Science, Engineering, Applied Mathematics, or related curriculum;
  • Former Military experience
  • Prior experience advising on technology transition and/or emerging technologies
  • Specific technical expertise in CWMD, CBRNE, or nuclear T&E; detection, survivability, weapons effects, CWMD operations, wargaming, military utility assessments, modeling and simulation, and/or target assessments.
