The right candidate will be responsible for overall management of the specific task order(s) and ensuring that the technical/financial solutions and schedules meet specific delivery orders implementing timely high-quality deliverables meet cost, schedule, and performance requirements. As such, the PM be the primary interface with the government Contracting Officer and Contracting Officer Representative, government management personnel and customer agency representatives.The PM will organize, directs and coordinates the planning and production of all activities associated with assigned delivery ordered projects by supervising, managing and assign tasks among contractor team.The PM will manage and be responsible for the task order budget, including labor hours, travel, ODCs, along with contract risks and develop mitigation plans. The PM will develop and submit an approved Final Technical Report at the conclusion of the period of performance (PoP).

The right candidate will provide research and analysis for the Air Force’s LREC program by performing relevant assessments Total Force requirements and follow on gap analysis and providing corrective action recommendations. Additionally, this analysis will identify opportunities to improve the Air Force interactions with combatant commands, training pipelines, training deficiencies, enhancing force development strategies across the Air Force enterprise. Provide cybersecurity support for the day-to-day operation of information systems that reside within the cognizance of the Analysis, Tactics, and Simulation Division at NSWC PCD. The individual will provide technical recommendations regarding the design and integration of all Communications, Computer, Command, and Control Intelligence (C4I) systems proposed for all projects. They will participate in and provide recommendations in C4I design reviews involving networks of all classification levels, to include but not limited to the Defense Red Switch Network (DRSN), audio-visual systems, and others in a multi-classification level environment. Responsible for developing innovative concepts of operations and capability plans and for translating them into detailed written and graphical descriptions used to develop and support tactical, operational and strategic surface and undersea warfare analysis. The successful applicant will support SPA efforts for a DHS client in its efforts to develop the expertise (staff, tools, etc.) and analytical underpinnings of an internal DHS Net Assessment capability. The Analyst will contribute expertise in support of SPA data collection, research, and operational analytical efforts; liaise with customers and partner companies to ensure on-time and on-budget delivery of products; and provide support to the Net Assessment Task Lead's interactions with SPA senior management.

Apply a strong technical background and understanding of project management concepts to work with project managers, business managers, manufacturing engineers, and production personnel to achieve operational goals for manufacturing, operational, and administrative process development, production assessment, data collection, and project management interface. The candidate will conduct schedule risk analysis, analysis of procurement activities, develop cost and schedule estimates for client organization and improve Model Based Systems Engineering capabilities within the company. The CSSO’s responsibilities will include assisting the Security Manager with the following:- Ensure the implementation of security measures in accordance with applicable the Director Central Intelligent Directives (DCIDs), Intelligence Community Directives (ICDs), National Industry Security Program Operating Manual (NISPOM), other guiding government regulations, and local SPA procedures.- Control, track and process incoming/outgoing intelligence community classified visit requests and assist with outgoing classified visits in accordance with, as needed.- Conduct periodic self-inspections and security incident investigations; document results and corrective actions taken.- Provides guidance and assistance for processing e-QIP, SCI billets, and eligibility requests. Conducts SCI security briefings, indoctrinations, and debriefings; obtains signed Nondisclosure Agreements; and performs other related personnel security actions.- Controlling access to the cleared facility through oversight of physical security systems including the secure facility’s access control systems and employee badging.
SPA is seeking an experienced Case Manager in support of the Deputy Assistant Secretary of Defense (DASD) for Industrial Policy. The candidate will support DASD Industrial Policy in the review and assessment of current Committee on Foreign Investment in the United States (CFIUS) cases. The candidate will review CFIUS filings, prepare summaries of assigned cases, engage DoD stakeholders to determine the facts, and make recommendations to the senior leaders. In cases where it is possible to mitigate risk, the candidate will draft and deliver initial Risk Based Assessments to DASD Industrial Policy. In addition, the Case Manager will prepare and manage OSD staff packages.
Provide technical and programmatic systems engineering support to the TRIDENT II missile. Support headquarters level planning, development and execution for a variety of activities in the systems integration discipline, and an independent analysis of system level budgets. Travel 4-6 times/year will be required.
Research, assess, and provide analysis, on joint military force capabilities and operational concepts to assist with developing and furthering future capabilities. Develop the technical and leadership expertise needed to develop an analytic approach with a team of multidisciplinary experts to provide CDAG clients with timely and objective information to enable decision-making regarding future force capabilities and evolving operational concepts.
Analyzes and develops concepts of operations (CONOPS) of a military or governmental system to obtain a quantitative and/or qualitative, rational basis for decision making. Utilizes military warfare, military operations analysis, political military situations and military organization knowledge in determining solutions. May draw from military experience, but is a subject matter expert that provides integral support in the problem definition, requirements determination, conceptualization, and quality assurance of modeling and simulation-based decision support system applications. Possesses the ability to develop and provide operationally relevant scenarios to be used in modeling and simulation and can communicate the modeling methodology and results into useable output products.

The successful candidate will be able to apply experience in business analysis, solutions architecture, systems engineering, and program and organizational management to problems at the intersections of critical infrastructure, emergency preparedness, cybersecurity, and risk management. Specifically, your expertise is needed to 1) Apply systems engineering and structured analytical thinking to unstructured problems at the intersection of critical infrastructure protection, cybersecurity, risk management, and management consulting 2) Lead and coordinate tasks and projects in the areas of business and solutions architecture, enterprise and technical architecture, systems engineering and technical assistance, and program integration, 3) Effectively communicate and present analytical results, including proposed Courses of Action and Analysis of Alternatives, to senior leadership and stakeholders, 4) Draft documents and responses to tasks, which require the application of technical and analytical writing skills, 5) Develop and support data collection for qualitative and quantitative methods to characterize and estimate physical and cyber risks to infrastructure, including threats, vulnerabilities, and impacts, 6) Assist with technical data processing and maintenance, data management, data analytics/analysis, data services, extract/transform/load, and related strategies for data acquisition, archival and recovery, and implementation of data, 7) Lead support for definition of requirements for CISA and NRMC data science activities to quantify risk to the design and operation of infrastructure assets and systems from cyber and physical threats and hazards, 8) Lead the technical portfolio, program, and project management support focused on the NRMC’s technical activities, including direction of oversight activities for the NRMC and the National Infrastructure Simulation and Analysis Center (NISAC), and 9) Manage the definition of requirements for data visualization tools and expertise to support the NRMC.
Provide advice on stakeholder equities, project requirements, and relationship management. Provide support and assistant to the PMO leadership team ensuring effective use of time and productive interactions with the staff and stakeholders. Analyze requirements for integrating stakeholder mission requirements into the design and build process; support project schedule management, office management, communications liaison, records management, data analysis, and developing senior leader correspondence, to include analysis and summarization of findings into briefs, reports, memos, and other deliverables. Identify relevant systems characteristics and requirements and applicable tactics, techniques, and procedures. Provide supply management support by planning and processing purchase requests and other actions associated with logistical support of the PMO. Analyze office and mission equipment relocation requirements and advice on the design and construction plans for administrative support areas associated with NSDC and other PMO facility projects.
Analyze near, mid, and far-range funding needs for design, construction, operations, and sustainment of major military facility projects. Develop and maintain program budget/resource requirement documents, with supporting rationale and justification. Collaborate with facility project stakeholders to ensure programming and planning activities are coordinated and documented. Develop associated program requirement briefings to PMO leadership, USSPACECOM leadership, and US Space Force staffs responsible for building Program Objective Memorandum (POM) inputs. Review operating and maintaining budgets to analyze and predict trends in resource requirements.
