As a member of our Prime contract team, the candidate will support the Department of the Navy’s (DON) program for implementing and complying with non-strategic arms control treaties and agreements. The candidate will support the NTIP Compliance Assessment Program (CAP) and the DON Chemical Weapons Convention (CWC) Challenge Inspection (CI) Assistance Team. The candidate will:- Lead and manage client-focused support tasks and functions- Lead a team of three Compliance Assessment Analysts- Independently research, analyze, and synthesize information from Navy and Marine Corps research and development and/or acquisition programs to assess the programs’ compliance with arms control agreements and U.S. policies - Enter assessments into the Naval Compliance Assessment Program (NCAP) database and - Prepare and present assessment findings in written reports and oral presentations- Conduct technical studies and analyses on arms control compliance topics - Serve as a member of the DON CWC CI Assistance Team to support naval installations, both in the U.S. and overseas, during CWC exercises and or inspections
Develop and update custom software code for financial systems. Analyze problem reports and prepare accurate schedule estimates to develop solutions. Document software code sufficiently and accurately. Provide support to business analysts and testers in identifying anomalies. Reliably and accurately report progress within the software development support tools. Provide program documentation input for design and solution elements. Assist junior developers and manage development tasks as needed.
The Product Manager will drive the product vision and success across the agile team and effectively communicate this vision to product owner. They will understand customers, technology, and competition, and execute product strategy. The PM will be responsible for managing product roadmaps, backlogs, and prioritization as well as working with software development teams following agile methodologies (Participate in standups, retrospectives, design reviews, user research, and demos). The PM will translate the needs of users and manage their priorities with the business value of the organization.
The candidate will support the ASD (IBP) business operations office in the execution of program administration. Duties will include coordinating meetings, recording and tracking action items, managing office security procedures and policies, and assisting with security administration tasks. This may include:- Meeting management for Senior Leadership up to the level of the Deputy Secretary of Defense (DEPSECDEF) - Managing a centralized tasking system for task monitoring throughout ASD (IBP)- Supporting workflow management across ASD (IBP) organizations- Coordinating training for government and contractor personnel
The candidate will work with a multidisciplinary team of analysts and software developers on the design and execution of software products to support a variety of clients within OUSD(R&E). This work may include developing and designing web-based applications for deployment on client SharePoint sites, maintenance of SPA proprietary Modeling and Simulation (M&S) tools, or development of novel analytical tools using Natural Language Processing and Machine Learning. The candidate will work regularly with program managers, technical leads, and the development team to produce high visibility software solutions for both external customers and internal stakeholders. This role may require briefing and training of products and deliverables to both technical and non-technical audiences. To succeed in this role, the candidate will have natural analytical abilities, impeccable follow-through and attention to detail, as well as a passion for creative, out-of-the-box solutions.
The Technical Program Analyst for Propulsor R&D Management will provide analytic, technical, and management decision support directly to senior Navy leadership for undersea platform acquisition activities, focusing on the new SSN-X program and execution of early propulsor technology R&D management efforts. The Analyst should expect to perform detailed analysis, assess technical readiness, provide executive level decision support, brief senior leaders frequently and be a key integrating member of a high profile team. This position is seated in Washington, DC (Washington Navy Yard) with opportunity for light telework.
The Senior Program Analyst will provide strategic planning and organizational design support to the AUKUS nuclear powered submarine program. The Analyst will directly support senior client leadership in the development and analysis of program training plans, onboarding and professional development activities and participate as a member of NAVSEA sprint teams. Previous experience supporting Team Submarine and strong relationships with Team Submarine flag/SES leadership is a must. This position is available via telework, with possible international travel.
The successful candidate will be able to use provided analytic tools to support the implementation and maintenance of a supply chain management process/architecture to oversee the flow of sailors through the Manpower, Personnel, Training and Education (MPTE) production components, including reporting applicable metrics. You will be able to assist with conducting in-depth analysis in support of all Navy Recruiting Command Continuous Process Improvement efforts including applicable reporting metrics and will understand, create and execute integrated master plans, integrated master schedules, Gantt charts, critical path analysis, plans of action and milestones (POAMs), deliverable time-lines, user reports, metrics and communications plans from applicable Navy Recruiting Command tools and data. Provide analysis support to analyze recruiting program requirements, track the execution of various functions and coordinate planning efforts. A hybrid work schedule, approximately half time, is possible.
The Intelligence Requirements SME will support ACC/A2’s Capability Based Planning Division. They will assist ACC and the AF by conducting studies, analyses, and evaluations in support of requirements definition, capability development, acquisition, force modernization and research and development activities. They will also conduct assessments of adversary threats, infrastructure needs, and Intelligence Mission Data requirements to support AF, Joint, and DOD JCIDS processes. They will provide intelligence support to ACC/A5/8’s requirements offices and weapon system teams. The Intelligence Requirements SME will assist the government in the developing of inputs to Scientific and Technical initiatives and provide assessments of advanced developmental activities from agencies such as AFRL and DARPA that support the identification of promising new technologies. They will also support the development of research and development requirements as well test plans and exercise/experimentation requirements.
The Contractor Program Manager (CPM) will directly interface with the Government Program Manager GPM and Contracting Officer (CO). They will have full authority to act for the contractor on all contract matters relating to daily operation of this contract. They will be responsible for the management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the Task Order (TO) requirements. The CPM will facilitate Government and contractor communications and use industry-best standards and proven methodologies to track and document contract requirements and activities to allow for continuous monitoring and evaluation by the Government. The CPM will provide strategic, enterprise-level guidance that integrates support across all task areas, ensure support is in accordance with TO requirements, and schedule meetings and provide deliverables in accordance with the PWS. They will also develop and execute an approved Quality Control Plan that demonstrates to the government that the contractor is accomplishing TO in accordance with agreed performance expectations and objectives.
With minimal supervision, the Information System Security Engineer (ISSE) maintains day-to-day security posture and continuous monitoring of the cybersecurity tools to protect classified information systems. The ISSE conducts reviews and technical inspections to identify and mitigate potential security weaknesses, and ensure that all security features applied to a system are implemented and functional. In this role, you will report to the CISO while performing vulnerability management using ACAS, maintaining a whitelist using HBSS, responding to security incidents as part of a Computer Emergency Response Team (CERT), interfacing with client and/or Government personnel, and maintaining a thorough understanding of the evolving DoD requirements for security tool configurations. As the ISSE, you will also be expected to collaborate with team members to support Defense Counterintelligence and Security Agency (DCSA) Technical Reviews and Command Cybersecurity Readiness Inspections (CCRI). This is a great opportunity for someone who has hands-on technical experience configuring or maintaining information systems looking to use those skills to break into the fast-paced field of cybersecurity.
Being on the Policy, Governance, and Compliance team, you will be asked to support a wide range of activities, to include: - Providing guidance in implementing security policy at contractor/government facilities. Review and approves physical security documentation and conduct site surveys.- Making access eligibility determinations and conducting security briefings to include indoctrinations, debriefings, annual refresher trainings, and foreign travel briefings.- Supporting OPSEC assessments and/or surveys.- Consulting with Program/Project Managers to develop and implement protection policies, procedures and guidelines to protect classified or sensitive technological elements and mitigate program vulnerabilities.- Maintaining processes to identify and mitigate indicators of US intentions, capabilities, operations, and activities.- Support routine inspections and emergent tasks.This position is seated at the Washington Navy Yard with some travel.
The Technical Program Analyst will provide project management support to SSP's Ship Integration Branch. As part of this support, the Analyst will be responsible for the management, processing, and resolution of SSP’s construction and test related issue documentation for a submarine construction program. This includes the following: (1) tracking of issues identified in trouble reports; (2) coordinating with key stakeholders to facilitate resolution of those issues within required timespans; and (3) providing regular status updates to SSP leadership on those issues. The Analyst will also support post-delivery planning efforts for the construction program.
SPA's Sourcing Specialist searches and identifies suitable candidates. To do this, you will use various proactive recruiting strategies to search for active and passive candidates. You will generate interest in SPA's vacancies and also build and maintain SPA's talent pool. You will also assist in sourcing talent for proposals. In addition, you will reach out to SPA alumni and employee referrals.
The candidate will provide program support in the areas of CFIUS correspondence, decision package preparation and review, and policy and DoD Issuances review; provide FIR leadership with critical support by preparing, integrating changes and coordinating executive review of key CFIUS and other documents. In addition, the candidate will coordinate correspondence utilizing DoD's senior leadership review process, review and edit CFIUS and FIR correspondence to ensure logical flow, consistent use of terms and compliance with the usage of standards for the style, format, and appearance per the DoD Manual for Written Material (DoDM 5110.04); track staff and senior level coordination actions through the FIR Business Operations tracker; and maintain DoD's files of all CFIUS cases, and deliver DoD approved recommendations to CFIUS.
A senior media and visual developer analyst is needed to provide comprehensive program educational support across the directorate workforce. You will 1) Provide media support services to support the Defense Nuclear Weapons School (DNWS) in Nuclear and Combating Weapons of Mass Destruction (CWMD) efforts, 2) Advise the PM and COR in all aspects, and 3) Effectively communicate to senior leadership through briefings, presentations, written/verbal correspondence, and other means as necessary, that can be understood at multiple levels. Specific tasks include: 1) Developing marketing, training, event, and official photography and videography, 2) Performing professional quality graphic editing to products using Adobe Creative Suite and WACOM Cintiq Display, 3) Creating flyers, catalogs, posters, course logos, display sign slides, and banners, 4) Performing mock journalist interviews with students at in-house or on-site training locations, 5) Basic equipment maintenance and accountability of all DNWS equipment pertaining to media & graphics (camera, media studio, plotters, photo printers, etc.), 6) Maintaining DNWS photo boards, 7) Managing DNWS official social media websites (Facebook or other future social media venues), 8) Identifying and planning upgrades to media equipment, providing Government IT representative with all information pertaining to required products in preparation for DTRA Chief Information Officer (CIO) approval and procurement, 9) Making sure media has been cleared through appropriate channels prior to release, 10) Actively managing the media graphics file server by performing annual reviews, back-ups, and deleting obsolete media, and 10) Capturing, building, and disseminating media material pertaining to all aspects of the DTRA mission.
Your responsibilities will include 1) Maintaining currency with the technology advances pertinent to the educational program, 2) Performing Instructional Design (receiving curricula, building the story boards, ensuring all course objectives are clearly identified, verifying all course tests and functions operate properly), 3) Developing wire diagrams, flow charts, and building content layout for the Learning Content Management System (LCMS) website, 4) Developing course content for both in-residence and distance learning as well as course maintenance and review for both in-residence and DL training courses at the undergraduate and graduate level, 5) Handling modularization of courses, course standardization and course maintenance, 6) Identifying new distance learning technologies and evaluates appropriateness for the Defense Nuclear Weapons School (DNWS) - Working with Information Technology (IT) to develop LCMS infrastructure necessary to maintain on-line courses, 7) Ensuring e-learning courses reflect a logical flow, following all regulatory requirements (such as Section 508 of the US Rehabilitation Act), 8) Ensuring newly designed courses are cleared for appropriate release before providing to the programmers to incorporate into the website, 9) Ensuring DOD school compliance with security policies, accreditation standards, and copyright compliance, 10) Developing plans to increase the program’s ability to enhance course design and strengthening content delivery, and 11) Conducting comprehensive assessment of all phases of distance learning to include reviewing products for content and effective instructional design for on-line learning, ensuring assessment instruments are well-written and validated, and collecting feedback; and evaluating course outcome achievements (such as course success through knowledge gained by students) allowing for future improvements.
The Program Lead will support the development and execution of a specific program within Strategic Systems Programs’ SSP’s Technical Plans and Programs. The Program Lead will be responsible for conducting programmatic organization initiation, analysis, Navy and OSD liaison, and strategic planning for an acquisition program for Navy Strategic Systems Programs (SSP). They will organize a team, gather information, facilitate client engagements, develop and maintain planning tools, prepare reports, presentations and whitepapers, and present results to senior leadership within client organizations. In addition, the Program Lead will manage client expectations, understand interdependencies, and facilitate communication across a range of stakeholders while providing program management analysis and support as needed with strong focus on the DoD acquisition, JCIDS, and Navy Gate processes. The Program Lead will coordinate with relevant stakeholders to gather and disseminate information and ensure deliverables are completed effectively and on schedule and provide analytic and management support as needed.
Everybody’s view of data science is a little different, and we are no exception. In SPA's Veracity Forecasting Group, we view data science as a way of understanding “how the world works.” We make assumptions and models then use data of all sorts to validate or disprove them. Our customers ask tough questions about managing their multifaceted enterprises; we build and operate complex models and simulations to provide the answers that best address the decisions they face. We don’t expect you to come in with all of the subject matter expertise needed to completely understand the data analysis or to create models with the fidelity we require. We do expect you to get there quickly, though. We look for traits such as how you solve problems when you’re stuck. Do you look for creative ways to apply different techniques from tangential disciplines? Do you crack open a book and teach yourself how to do something new? Do you collaborate with your colleagues? If you take initiatives like these, you would fit in well with our team of analysts. We would love to tell you that we spend all our time developing elaborate algorithms for regression, survival, kernel weighting, etc., but honestly, we spend a lot of time wrangling data. This includes combing data from disparate data systems, manipulating formats, and cleaning—all of which are required to make the modeling happen. For this critical work we need someone who is precise, efficient, and tenacious.
The Program Analyst will provide data analysis support to undersea platform acquisition and industrial manufacturing activities, with a focus on supporting client leadership decision making through detailed analysis and coordination. In this role, you should expect to independently engage with client leadership and SPA team members to identify and address program data analysis needs, with a focus on applying data analytics and engineering problem solving skills to the development of analytic tools, data visualization, and integration and analysis of client data systems. This position is primarily located at our client's facility in Philadelphia, PA on the Philly Navy Yard, with potential for light telework.
