The Cyber Systems Engineer Project Management Technical Support provides support to the customer in the area of Cyber Security. Daily Tasks include, but are not limited to:- Review, assess and produce Technical reports on CDRL items delivered by the Cyber Security Services contractors- Provide assessments to the customer on the cybersecurity contractor’s program performance.- Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor’s performance- Assist in the development of execution reviews, acquisition roadmaps and transition plans - Develop briefings and artifacts for acquisition Readiness Reviews- Provide technical recaps of customer meetings with cyber security contractors- Work closely with the customer Lead and stakeholders to execute contracts- Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities.- Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current.- Assesses contractor performance using evaluation criteria and technical performance measures- Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements- Assist in the development of technical requirements- Produces high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officials- Analyzes policies and procedures against Federal laws and regulations and provides recommendations for closing gaps- Develops strategies to comply with privacy and risk management requirements.

The ConMon Cyber Engineer provides support to the customer in the area of Cyber Security. Daily tasks include, but are not limited to:- Support the Information Security Continuous Monitoring (ISCM) Program Lead in maturing the customer’s Continuous Monitoring (ConMon) program.- Generate and lead ConMon process improvement activities- Coordinate with the Cyber Data Science team to identify sources of information to better evaluate customers ConMon activities.- Coordinate with Cyber Data Science team to create new views of customer’s ConMon posture- Collect the necessary data, develop, and deliver reports to show customer’s progress of the enterprise wide ConMon program.- Develop and deliver asset ConMon compliance views for categories such as mission, cross domain, and location, as required by the customer.- Proactively identify and provide metrics and reporting data appropriate for stakeholders in each of the Tiers identified in the NIST SP 800-137- Validates, for efficacy, ConMon control Bodies-of-Evidence (BOEs) entered in the ConMon tool- Guides, mentors and instructs program Information System Security Officers (ISSOs) on methods to improve ConMon BOE entry language- Assist Security Control Accessors (SCAs), FISMA and Inspector General (IG) Teams on examining ConMon BOEs for official reporting- Proactively identify and provide metrics and reporting data appropriate for AO/DAOs to make sound risk decisions for continued authorization of systems- Initiate and participate in studies to improve ConMon reporting metrics- Recommend improvements on Enterprise Security Services (ESS) tool implementations

The duties and responsibilities of this role include but are not limited to the following:- Assist in the development and analyze the cost and schedule risk-adjusted Life Cycle Cost Estimations (LCCEs), Independent Government Cost Estimates (IGCEs), Business Case Analyses (BCAs), Analysis of Alternatives (AoAs), program office estimates and other standard cost analyses.- Develop presentations and brief executive leadership on program cost positions, impact of budget changes on supported programs and other cost issues.- Use cost estimating outputs to assess the impact that various factors have on the costs to design, research, develop, operate, maintain and dispose of a particular weapon system.- Determine the appropriate phase of the budgetary cycle for initiating new programs, analyze contractor financial data to determine program viability with respect to cost and schedule performance.- Utilize analytical processes such as: setting up the problem, conducting background research, collecting and reducing data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions.- Analyze management problems and provide advice and insight about the probable effects of alternative solutions to these problems; utilize routine cost estimating methods such as analogy, engineering or scientific methodology and extrapolation.

The National Intelligence (NI) Portfolio is composed of 49 acquisition programs executed by Defense agencies within the Intelligence Community. The NI Portfolio is responsible for the development, operation, and oversight of the nation’s space-based ISR systems and architectures that deliver capabilities addressing the nation’s highest priority intelligence needs. Oversight and Milestone Decision Authority of the NI Portfolio is shared between USD (A&S) and the Deputy Director of National Intelligence (DDNI). The NI Portfolio systems/architectures provides the foundation for global situational awareness and addresses the nation’s toughest intelligence challenges. SPA is seeking an experienced C4ISR/National Intelligence Acquisition Analyst to provide subject matter expertise related to the analysis of missions, program goals and objectives, and overall assessments of Intelligence Community systems and systems architectures. Will support the Office of the Deputy Assistant Secretary of Defense for Strategic, Space, and Intelligence Portfolio Management DASD (SSIPM) in the C4ISR Directorate (primary focus will be on Space-related ISR platforms). The candidate will provide acquisition oversight and program review of Intelligence Community Major Systems Acquisitions (MSA), requirements, and statutory documentation focused on development of Intelligence Community GEOINT and SIGINT systems and architectures; support OUSD (A&S) and DDNI in their roles as co-chairsNational Intelligence Acquisition Board (NIABs); and support Intelligence Community Program Reviews of MSAs, Special Interest Acquisitions (SIAs), and Experimental Research Demonstrations (ERD).
