The Financial/Program Analyst will provide financial support to the Navy SLCM-N program, focusing on financial planning for the system acquisition and development projects. Responsibilities will include financial planning and coordination of program wide activities; supporting development of integrated budgets and POM submittals, maintaining and updated the NEPS database; and collaborating directly with the program financial team and technical leadership to determine and prioritize objectives.  This position is located in Alexandria, VA with some opportunity to travel to client and industry stakeholder locations. 

The BAA Coordinator will support the Defense Advanced Research Projects Agency's (DARPA) Information Innovation Office (I2O). The BAA is a technique utilized by DARPA to contract for basic and applied research and certain development efforts. The BAA Coordinator will work closely with I2O Program Managers to ensure that BAAs are completed in a timely manner for specific, classified and unclassified government programs. The individual will primarily oversee the entire Source Selection process from coordinating the industry days and drafting and routing of the BAA to inspecting and determining the sufficiency of reviewer and SME evaluation sheets. This will also include working with various stakeholders to ensure that technical concepts and objectives are translated in an effective and efficient manner. The BAA Coordinator uses internal tools and databases for proposal review tracking and Broad Agency Announcement generation. Technical writing duties of the job include review of BAAs, proposal technical assessments, research approach, and cost realism. Successful candidates will apply on-the-fly problem solving and critical thinking skills to address challenges or unanticipated circumstances that come with research solicitations and the acquisition process.

Responsible for formulating, developing, assisting with implementation, and documenting each assigned exercise/engagement. Specifically, the contractor shall plan and organize assigned exercises, estimate costs and funding within assigned budget, and conduct all phases of the exercise planning cycle from the time of assignment through the after-action assessment.  Coordinate and communicate with other offices and activities (e.g.,USINDOPACOM, HQ PACAF, other service components, NAF agencies, Wings, etc.) that have a role in the assigned exercise. EPOs shall coordinate with USAF and/or other service component planners and their staffs to provide guidance, assistance, and training to ensure continuity of effort and the orderly management and execution of the operations and logistics support functions. Be familiar with historic inter-country relationships, and country specific customs and courtesies while planning PACAF participation in assigned exercises and engagements. Additionally, EPOs will account for current and projected PACAF force structure (i.e., country location, name of Wings and NAFs, type of aircraft assigned, etc.), PACAF roles, responsibilities, force presentation doctrine, and capabilities (i.e. Commander Air Force Forces (COMAFFOR); Joint Forces Air Component Commander (JFACC); Air Operations Center; etc.) when coordinating with partner nations and other service components. These factors will be key to shaping and scoping PACAF participation in the full JELC of exercises/engagements. Support the Navy SSP customer in a fast paced environment with executing the Systems Engineering and Design process and to capture the system descriptions and interfaces within the System Descriptive Model using Model-Based Systems Engineering (MBSE).  The successful candidate will work with multiple government and contractor organizations to gather data and information and document the system design information within the SysML based descriptive model using Cameo Systems Modeler.  The SLCM-N systems engineering team at SPA will develop requirements specifications, system architecture, and behavioral modeling data, identify critical design decision points, coordinate with multiple subsystem working groups to capture designs and interfaces, and support subsystem modelers in the development of their models.  Support system of systems integration activities for the SLCM-N development program.

The successful candidate will provide Acquisition Support to conduct acquisition planning activities for current and future programs in accordance with Federal, DoD, Air Force and JWAC laws regulations, policies, directives and instructions.- Support all acquisition support functions from cradle to grave for a given mission critical program.- Provide support to program and project staff.- Provide support to analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client specific or mission critical challenges/issues.- Support the execution of existing programs and the development of new acquisition initiatives.- Assist the government acquisition by ensuring that projects are in conformance with current DoD directives (i.e. 5000 and 8000 series) and the Milestone Decision Authority approved baseline as shown in the project’s Acquisition Program Baseline document.- Provide acquisition management support to the planning, organizing, managing critical aspects of the engineering, development, production and/or deployment of systems and equipment.- Support project actions and activities to include meetings, vendor performance tracking, milestone planning, briefing preparation, staff coordination, risk management and decision document preparation.- Support to the development of ongoing and crucial core protection competencies that advance specific projects/activities (including cyber) to deliver comprehensive, economical and actionable solutions for both programmatic and operational domains.- Assist the government and senior contractor acquisition manager in the identification of solutions to balancing near-term results with long-term acquisition, architecture and strategic objectives.- Prepare acquisition management related sections of acquisition project documentation to include, but not limited to Requirements Approval Document (RAD), Justification and Approval (J&A), Performance Work Statements (PWS), Statement of Work (SOW) and Market Research.- Provide assistance in the coordination of Integrated Project Teams (IPTs), various program actions and activities including tracking action items and maintaining meeting minutes.

This Undersea Defensive Warfare Systems (PMS 415) Project Manager will be a Fleet Liaison and Concept of Operations Subject Matter Expert responsible for interfacing with Fleet assets at a Battle Group level environment, and will oversee Technical and Engineering Support Services in Navy ASW and Torpedo Defense programs.

The System Administrator implements technical controls to support the Cybersecurity Program, which ensures secure operations in network and computing environments at various classification levels. The System Administrator is also responsible for providing mentorship and guidance for junior system administrators troubleshooting and performing end-user support services for classified systems. In this role, you will report to the Operations Manager while designing, building, installing and configuring physical and virtual servers/systems, virus updates, patching, maintenance, and performance tuning. As the System Administrator, you will be expected to collaborate with team members to develop creative, secure, and innovative solutions for complex technical issues. You will also support Defense Counterintelligence and Security Agency (DCSA) Technical Reviews and Command Cybersecurity Readiness Inspections (CCRI) as the subject matter expert for systems administration.

The candidate will conduct due diligence on proposed business transactions using a variety of tools to understand financial and business trends, patterns, and risk to national security. Produce risk-based assessments for certain mergers and acquisitions and develop recommendations to mitigate risk. Respond to Congressional inquiries regarding DoD analysis of Mergers and Acquisitions transactions and DoD’s review process. Produce case summaries, talking points, and action memorandum for senior DoD leaders, up to the Deputy Secretary of Defense, on a daily basis. Coordinate with DoD Stakeholder to assess antitrust implications or impact to national security related to Hart–Scott–Rodino Antitrust Improvements Act cases, as well as non- Hart–Scott–Rodino cases. Monitor approved antitrust consent orders for compliance.

The Acquisition & Financial Analyst will assist the D5LE2 Portfolio in Strategic Systems Programs as a resident contractor with budget execution, budget planning, contracting strategies, acquisition planning, and other program office support.  Candidates need the ability to work as part of a team and prioritize their own project load. Job duties inclue but are not limited to:- Bring best practices to support our financial plans and policies, accounting practices and procedures. - Be responsible for creating new program spend plans and EACs. - Attend and be responsible for the financial structure/revenue setup for internal project kick-off meetings. Support Navy SSP in planning, coordination, and execution of Systems Engineering, Operational Analysis, and Program Management activities supporting the Sea-Launched Cruise Missile-Nuclear (SLCM-N) Program. Support project teams executing the systems development, operational analysis, CONOPS development, requirements development and program analysis tasks required to develop the SLCM-N missile system and integrate it into fast attack submarines.  The successful candidate will work across SPA and other organization contributing to the Systems Engineering processes, and be responsible for the system level operational requirements analysis, fleet integration analysis, human system interface definition, and SSN operational impact analysis. 

Support the Navy SSP customer in a fast paced new Acquisition development program for the Nuclear Sea-Launched Cruise Missile (SLCM-N) program.  The successful candidate will support the integration of the nuclear surety standards into the design of the cruise missile air vehicle, warhead, guidance, navigation and controls systems, and shipboard systems such as the fire control, launch control, launcher, and use control systems.  This position will lead the coordination and integration efforts for Nuclear Surety and Use Control designs and integration across multiple Government and Contractor organizations.  This position will be responsible for coordinating between the system level design activities within Navy SSP, warhead design activities executed by NNSA, the Air Vehicle design activities occurring with NAVAIR, and ship integration activities primarily executed by TEAMSUB.  This position will lead a cross-team working group to ensure surety and use control requirements and specifications are integrated into the subsystem design and engineering teams.  This effort includes the evaluation of the stockpile to target sequence (STS) for the warhead and system and establishing and managing environmental specifications across the system to ensure interfaces including the mechanical, electrical, shock, hydrodynamic, temperature and pressure environments do not exceed the STS specifications. Working group coordination activities will include technical planning, scheduling, and execution of critical design, integration, testing, and verification activities throughout the development and integration processes.  The position will provide leadership and management support for multidisciplinary study teams and perform study planning, coordination of modeling and simulation tasks, evaluation of study results, evaluation of contractor detailed designs, data extraction and analysis, development of decision briefs, and briefing study and design results to to senior program leadership.
