The Junior Operations Research Analyst will provide advanced analytical support to the Department of Homeland Security (DHS) and apply rational, systematic, science-based techniques, and critical thinking to help inform and improve the Department’s decision-making abilities for preparation, response and recovery to manmade and natural disasters and impacts on the Nation’s critical infrastructure. Provide interdisciplinary analytics expertise and skills to support and conduct descriptive, predictive, and prescriptive projects. The intern will assist in the development of analysis to support SPA's Navy clients, particularly in the area of undersea warfare. SPA uses a wide range of analytical approaches to find rigorous and objective answers to our clients' most difficult national security problems. The intern will be part of a team of analysts responsible for shaping undersea warfare investments and identifying desired capabilities for future undersea forces. - The intern will be responsible for assisting the team in analysis of future undersea warfare capabilities across a variety of areas. These analyses must consider and integrate a range of factors, including operational utility, technical feasibility, cost, programmatic and policy implications, and business cases.- The intern should be a quick learner, and will be responsible for independently researching and coming up to speed on new and complex topics.- The intern will assist the team in developing briefings, papers, and other demonstrations of analytic results for clients to support their decision-making.

- Analysis of data and trends in support of client decisions. Reporting directly to the Director of Business Management & Finance, this position is responsible for the set-up and maintenance of SPA contracts in our Costpoint accounting system.Primary duties include but are not limited to the following:- Ensure the repository of all contract set up and modification documentation is up to date- Initiate contract kick off briefing meetings- Read contract documents and ensure accurate initial set up in Costpoint for program/billing execution optimization- Implement new and update existing contract setups/modifications within the Projects Module to include employee workforce mappings- Support multiple program tasks simultaneously while prioritizing effort along strict time-lines to ensure service levels are met- Adhere to and improve established contract set-up guidelines and checklists- Review other team members set-ups in Costpoint for accuracy- Work closely with Contract Administrators, Financial team and Program Managers to solve set-up problems

Reporting directly to the Director of Business Management & Finance, the Accounts Receivable (AR) Manager is responsible for leading and performing all activities in the accounts receivable function including management of the AR staff and assessing the staffing needs of the organization. This leadership includes assignments to staff members and delegation of tasks, establishing team goals, reviewing and standardizing the invoicing setup in Costpoint within the Billing Module and working closely with the AR team, contracts, customers and Program Managers to solve invoicing issues as they arise. The AR Manager maintains all invoicing records, signs all invoices as required and coordinates the monthly invoicing process from contract inception through contract close-out. The AR Manager also oversees the invoice aging report and helps reconcile payments and bank accounts. Other key activities include preparing and leading the monthly AR Review with SPA leadership, maintaining the cash actual/forecast model and implementing improvements to simplify and standardize the billing processes at SPA.

The successful candidate will be responsible for systems engineering support to meet statutory, regulatory, and programmatic requirements in accordance with the DoD and US Navy Directive 5000 series. Coordinate and manage transition of ACAT program from DIACAP to RMF. Coordinate and support program modernization and configuration management. Coordinate program activities with TYCOMs, Fleets, NIWC PAC, NAVWAR and other stakeholders. Prepare reports of findings and make recommendations for corrections or resolution of emergent technical issues. Prepare briefs, reports, and correspondence in US Navy format for internal and external stakeholders and partners.
