SPA is seeking an experienced Telecommunications Specialist to support national security efforts as part of the Department of Homeland Security’s (DHS) involvement in The Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (also known as Team Telecom). Team Telecom is an interagency committee that advises the Federal Communications Commission (FCC) in its public interest review of national security and law enforcement concerns that may be raised by foreign participation in the U.S. telecommunications services sector. The candidate will be responsible for reviewing Team Telecom applications, to include documents relating to FCC license applications (relating to satellites, subsea cables, international networks, and other related areas), corporate ownership structures, cybersecurity and physical security policies, and USG contracting information. Conducting due diligence and fact-finding research independently and with the support of DHS stakeholders to assess risk arising from foreign participation in each FCC application review and the implications to DHS’s security interests, communications, network resiliency, supply chain, personal data and cybersecurity. Analyzing open-source and classified information on telecommunication security issues to formulate actionable policy recommendations for DHS leadership decision to include risk mitigation measures. Author analysis papers regarding the risks of foreign participation in each application review and advise the interagency Committee of the Department’s recommendations. Produce case summaries, talking points, and action memos for DHS leadership as well as supporting evolving telecommunications and technology security policy developments as required.

SPA is seeking an experienced Systems Engineer to provide direct support to the Radar Technical Director within the U.S. Navy's Program Executive Office Integrated Warfare Systems, Above Water Sensors & Lasers Directorate (PEO IWS 2.0).  You will support the Radar Technical Director (TD) across a broad range of responsibilities including developing and updating requirements, tracking system performance issues and resolution, and coordinating systems engineering (SE) deliverables across multiple programs and projects. You will be expected to provide sound advice, recommendations, and solutions to emerging SE issues and topics. You must be able to assist with Navy radar and combat system topics, including comparing the combat system baselines’ architectural differences, examining the scaling of legacy radar and combat system capabilities, examining differences in operational control and configuration (e.g. integrated mission planning), and assisting with software baseline definition of SPY radars in the context of different combat system versions.  A successful candidate will act on behalf of the Radar TD representing IWS 2.0 to stakeholders across government and industry. In addition to overarching Radar TD responsibilities, you will be directly involved in the development of the new Future X-Band Radar program.

The Creative Design Specialist will be responsible for creating multimedia content in support of communications, outreach or branding campaigns, including social media platforms.Participates in project teams supporting high-profile or complex projects, often in tight-turnaround situations. Participates in all stages of the multimedia development life-cycle, including gathering requirements, concept development, tools selection, prototypes, development, and delivery. The Cyber Systems Engineer Project Management Technical Support provides support to the customer in the area of Cyber Security. Daily Tasks include, but are not limited to:- Compile information to develop weekly, monthly and annual customer “Cyber Snapshot.” Report metrics on cases and incidents that have happened over the period as well as items of interest on cybersecurity that would be of interest to senior management- Verify/validate systems with specific emphasis on network operations and cyber warfare tactics, techniques, and procedures focused on threat to information networks- Assess security performance using evaluation criteria and technical performance measures- Participate in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements- Develop and maintain analytical procedures to meet changing requirements. The Delegated Authorizing Official Representative (DAO-R) provides support to the customer in the area of Cyber Security.  Daily tasks include, but are not limited to: - Ensure adherence to ICD-503 and customer specific directives/policies through the lifecycle (RMF 1-6) of customer sponsored assets- Provide risk recommendations to the customer after reviewing sponsored asset overall risk posture as part of Authority to Operate (ATO) RMF process- Manage/track customer sponsored assets’ plan of action and milestones (POAMs) by working with various security stakeholders (ISSO/ISSE/ISSM/SCA) post authorization- Screen new asset requests to ensure sponsorship and information system owner identification- Facilitate System Review Team to ensure that new/existing customer sponsored assets have the correct project regulation, data types/C-I-A impact assignments, and overlay assignments as well (with customer signoff)- Assign asset security controls and levy asset specific liens on controls for which the program did not meet during accreditor reviews- Ensure customer sponsored assets maintain their security postures in accordance with customer identified Continuous Monitoring (RMF step 6) directives and policies- Provide continuous adhoc authorization-related daily support to both customer and programs 

The Cyber Systems Engineer Project Management Technical Support provides support to the customer in the area of Cyber Security. Daily Tasks include, but are not limited to:- Review, assess and produce Technical reports on CDRL items delivered by the Cyber Security Services contractors- Provide assessments to the customer on the cybersecurity contractor’s program performance.- Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor’s performance- Assist in the development of execution reviews, acquisition roadmaps and transition plans - Develop briefings and artifacts for acquisition Readiness Reviews- Provide technical recaps of customer meetings with cyber security contractors- Work closely with the customer Lead and stakeholders to execute contracts- Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities.- Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current.- Assesses contractor performance using evaluation criteria and technical performance measures- Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements- Assist in the development of technical requirements- Produces high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officials- Analyzes policies and procedures against Federal laws and regulations and provides recommendations for closing gaps- Develops strategies to comply with privacy and risk management requirements.

The ConMon Cyber Engineer provides support to the customer in the area of Cyber Security. Daily tasks include, but are not limited to:- Support the Information Security Continuous Monitoring (ISCM) Program Lead in maturing the customer’s Continuous Monitoring (ConMon) program.- Generate and lead ConMon process improvement activities- Coordinate with the Cyber Data Science team to identify sources of information to better evaluate customers ConMon activities.- Coordinate with Cyber Data Science team to create new views of customer’s ConMon posture- Collect the necessary data, develop, and deliver reports to show customer’s progress of the enterprise wide ConMon program.- Develop and deliver asset ConMon compliance views for categories such as mission, cross domain, and location, as required by the customer.- Proactively identify and provide metrics and reporting data appropriate for stakeholders in each of the Tiers identified in the NIST SP 800-137- Validates, for efficacy, ConMon control Bodies-of-Evidence (BOEs) entered in the ConMon tool- Guides, mentors and instructs program Information System Security Officers (ISSOs) on methods to improve ConMon BOE entry language- Assist Security Control Accessors (SCAs), FISMA and Inspector General (IG) Teams on examining ConMon BOEs for official reporting- Proactively identify and provide metrics and reporting data appropriate for AO/DAOs to make sound risk decisions for continued authorization of systems- Initiate and participate in studies to improve ConMon reporting metrics- Recommend improvements on Enterprise Security Services (ESS) tool implementations

The Mission Defense Team (MDT) SETA provides support to the customer in the area of Cybersecurity.  Daily tasks include, but are not limited to:- Identify baseline, capability and coverage gaps- Recommend process improvements- Plan future requirements and capabilities- Support specific technical efforts to enable mission assurance, resiliency, and defensive cyber operations- Assist with validation and verification of MDT activities.
