The Senior Program Analyst will provide analytic and management analysis support to undersea platform acquisition activities, focusing on SSBN operations, testing and crew certification. The Technical Program Analyst will provide technical and programmatic support to SSP’s project team located in Groton, CT. In addition to general program management support, the candidate will spearhead the following: (1) development and maintenance of shipyard execution processes and documentation; (2) management of project team knowledge capture/sharing efforts; (3) resolution of action items resulting from program meetings; and (4) resolution of shipyard planning and execution issues.

SPA is seeking an experienced Telecommunications Specialist to support national security efforts as part of the Department of Homeland Security’s (DHS) involvement in The Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (also known as Team Telecom). Team Telecom is an interagency committee that advises the Federal Communications Commission (FCC) in its public interest review of national security and law enforcement concerns that may be raised by foreign participation in the U.S. telecommunications services sector. The candidate will be responsible for reviewing Team Telecom applications, to include documents relating to FCC license applications (relating to satellites, subsea cables, international networks, and other related areas), corporate ownership structures, cybersecurity and physical security policies, and USG contracting information. Conducting due diligence and fact-finding research independently and with the support of DHS stakeholders to assess risk arising from foreign participation in each FCC application review and the implications to DHS’s security interests, communications, network resiliency, supply chain, personal data and cybersecurity. Analyzing open-source and classified information on telecommunication security issues to formulate actionable policy recommendations for DHS leadership decision to include risk mitigation measures. Author analysis papers regarding the risks of foreign participation in each application review and advise the interagency Committee of the Department’s recommendations. Produce case summaries, talking points, and action memos for DHS leadership as well as supporting evolving telecommunications and technology security policy developments as required.

The successful candidate will participate in project teams to:- Research and investigate military operations issues- Conduct data collection and specification reviews as well as exploratory data analysis- Assist in the design and development of system-of-systems models using commercial and proprietary tools- Identify opportunities for modeling and simulation to inform and support the military decision-making process- Execute effective modeling and simulation analysis related to DoD programs and systems- Perform post-processing data analysis and interpretation- Assist in the preparation of deliverables to include presentations and written reports of findings and recommendations

Candidate will develop and manage strategic scheduling and planning documentation such as an Integrated Master Plan (IMP) and an Integrated Master Schedule (IMS). Develop and analyze IMSs on ACAT I and/or ACAT II acquisition programs using Microsoft Project or other DoD-relevant scheduling tools to include: employing network software tools and capabilities to assess and report schedule performance (including understanding performance metrics), conducting probabilistic and deterministic Schedule Risk Assessments (SRAs) on IMSs, and integrating elements of contractor and government schedules to account for government dependencies. Assess schedule health metrics (ex. DCMA 14 point SHA criteria). SPA is seeking an experienced Acquisition Program Analyst to support OSD oversight of the Nuclear Triad sustainment and modernization, with a primary focus on the modernization of U.S. Navy nuclear programs. Must be capable of developing decision-ready material for senior leaders and have the initiative to navigate headquarters and acquisition processes to support the Deputy Assistant Secretary of Defense (DASD) portfolio management responsibilities. The Senior Navy Nuclear Program Analyst will support portfolio management and oversight of systems through development, production and fielding to the warfighter.
